SBL Energy Limited, also known as Amin Explosives Private Limited), a sister concern of Raipur-based Special Blasts Limited under the same promoter group, has issued a detailed clarification following sanctions announced by the US Treasury Department’s Office of Foreign Assets Control (OFAC) against the company and its Chief Executive Officer, Alok Choudhari, over alleged links to supplies connected with the conflict in Sudan. When contacted by The Hitavada, Alok Choudhari, Chief Executive Officer (CEO) of SBL Energy Limited, issued a detailed written statement categorically denying that the company manufactures or supplies defence or military products.
 
He said SBL Energy is a Government of India-licensed manufacturer of industrial explosives meant exclusively for civil mining, quarrying and construction activities. The clarification follows the US Treasury’s announcement alleging that SBL Energy supplied explosives and related materials to Sudan-based Target Multi Activities Company (TMAC), which, according to US authorities, maintained links with the Sudanese Armed Forces (SAF). The US statement also alleged that the company supplied more than 200 shipments of explosives and related materials. Rejecting the allegation, Choudhari said SBL Energy had exported only about 10 consignments of industrial mining explosives to Sudan since 2022. He stated that every shipment was supported by end-use certificates issued by the
 
Government of Sudan and vetted through the Embassy of India in Sudan, clearly specifying that the products were intended solely for civil construction and mining purposes. Based on these documents, export licences were issued by the Petroleum and Explosives Safety Organisation (PESO), the statutory regulatory authority under the Government of India, he said. Choudhari further said the company exports industrial explosive products to more than 18 countries, strictly complying with the regulatory framework prescribed by the
 
Government of India as well as the importing nations. He said SBL Energy respects international regulatory processes and is fully cooperating with the concerned authorities. The company will shortly submit a formal representation before the US Treasury Department, supported by documentary evidence, maintaining that its products were supplied exclusively for civil mining and infrastructure activities and that it has never been associated with defence or military products. The US sanctions announcement and the company’s clarification remain separate matters, with SBL maintaining that the relevant facts and regulatory documentation will be placed before the US authorities for consideration.
