Safe city claims and vigilant policing promises in Bhopal face intense scrutiny as 157 new criminals have been added to the history-sheeter and surveillance lists between January and May 2026. A shocking analysis of official police records reveals that out of these fresh additions, 96 reside within the jurisdictions of Zone 4 police stations alone. This statistic indicates that over six out of every 10 newly blacklisted criminals in the capital hail from this single administrative sector.
Zone Four Leads Criminal Listings For Second Consecutive Year: Official police database records confirm that this is the second consecutive year where Zone 4 has topped the capital in criminal listings and active street gangs. In 2025, the region recorded 97 new goons and 20 surveillance targets on police rosters.
During the first five months of 2026, authorities have already cataloged 80 new goons and 16 surveillance targets here. In comparison, Zone 1 registered 28 new goons, Zone 2 added 18, and Zone 3 logged only 12.
A sharp spike in extortion, mobile snatching, armed robbery, and knife assaults has triggered widespread anxiety among local residents.
The department currently operates 65 permanent vehicle check points across Bhopal designed to intercept suspects and maintain law and order. However, bold criminals continue to execute street crimes and escape through these cordons with ease.
An analysis of geographical and social landscape of Zone 4, which includes Kolar, Kamala Nagar, Bairagarh, Khajuri Sadak, and Gandhi Nagar, reveals rapid real estate expansion.
The influx of migrant workers and unregistered tenants has allowed established criminal networks to operate under the radar of local precincts.
Furthermore, escalating property disputes, illegal businesses, extortion rackets, and localised gang wars have created a continuous pipeline of fresh youth offenders in these outlying suburbs. The most alarming trend in official records is the complete disregard shown by listed criminals toward district externment orders and surveillance mandates.
For instance, a fugitive suspect identified as Rahul alias Inter, wanted in a kidnapping case, executed a severe knife attack before being arrested with a reward of Rs 15,000 on his head. Similarly, a listed surveillance criminal, Sohel Khan, committed offenses across four separate police jurisdictions before being apprehended while firing a weapon in a fifth area, while externed goon Wasim Malik repeatedly evaded patrols to execute physical assaults and extortion runs.
Amid continuous crackdown on active gangs, the Police Department has provided legal relief to several individuals showing signs of rehabilitation. Between January and May 2026, names of 25 goons and five surveillance targets were officially removed from the police records due to good behavior and a clean record over an extended
period.Police Commissioner of Bhopal Sanjay Kumar emphasised that primary objective of compiling and updating goonda and surveillance list is to maintain constant, round-the-clock monitoring of high-risk elements.
Kumar stated that strict control over listed criminals is vital to reinforcing public security and minimising street-level crime. The Commissioner added that while the department will continue to review cases of reformed individuals and provide administrative relief, law enforcement will maintain an uncompromising stance against active offenders.
