Finance Minister O P Choudhary tabled the Comptroller and Auditor General of India’s report on State Finances for 2024-25 in the Chhattisgarh Legislative Assembly during the Monsoon Session. The CAG report, structured in three chapters, examines the State’s Finance Accounts, Appropriation Accounts and the quality of accounts and financial reporting for 2024-25. GSDP, receipts and revenue composition Gross State Domestic Product (GSDP) at current prices rose to Rs 5,67,880 crore in 2024-25 from Rs 3,52,328 crore in 2020-21, registering . 10.89 per cent growth over 2023-24. Revenue receipts grew 16.21 per cent year-on-year and their share of GSDP increased to 21.18 per cent from 20.21 per cent in 2023-24. State’s own revenue rose by 15.30 per cent. State own-tax revenue accounted for 37.21 per cent of revenue receipts in 2024-25, non-tax revenue 14.48 per cent and the State’s share in union taxes and duties 36.45 per cent. Grants-in-aid declined to 11.86 per cent of revenue receipts from 20.28 per cent in 2020-21, indicating reduced dependence on central transfers. Public debt receipts increased to Rs 33,463 crore in 2024-25 from Rs 21,582 crore in 2020-21.
 
Expenditure, subsidies and capital outlay Total expenditure rose to Rs 1,45,766 crore (25.67 per cent of GSDP) in 2024-25 from Rs 1,30,472 crore (25.48 per cent of GSDP) in 2023-24. Revenue expenditure increased to Rs 1,25,390 crore (22.08 per cent of GSDP). Subsidy payments nearly doubled in absolute terms to Rs 16,539.20 crore (13.19 per cent of revenue expenditure) from Rs 7,307.94 crore (10.44 per cent) in 2020-21, with Energy (Rs 7,848.91 crore) and Food and Civil Supplies (Rs 7,320.38 crore) accounting for the bulk. Capital expenditure stood at Rs 20,054.62 crore (13.76 per cent of total expenditure). Of the Rs 47,315.42 crore borrowed in 2024-25, 47 per cent (Rs 22,316.72 crore) was used to repay earlier borrowings. The post-audit fiscal deficit narrowed to 4.48 per cent of GSDP from 5.44 per cent in 2023-24. Outstanding liabilities were 27.45 per cent of GSDP — within the 15th Finance Commission ceiling but higher than budget estimates. Interest payments rose to 7.44 per cent of revenue receipts from 6.57 per cent, signaling a growing debt servicing burden. Contingent liabilities and un-discharged obligations Outstanding guarantees were Rs 20,763.08 crore as of 31 March 2025, mainly for Cooperatives (Rs 15,009.54 crore), Urban Development and Housing (Rs 2,781.78 crore) and Power (Rs 2,591.50 crore). Undischarged liabilities totalled Rs 6,194.54 crore, equal to 1.09 per cent of GSDP and 24.34 per cent of the fiscal deficit. The State’s 2024-25 budget was Rs 1,88,465.26 crore and actual spending was Rs 1,59,705.33 crore.
