THE opening day of the five-day Monsoon
Session of Assembly saw the tabling of
Uniform Civil Code (UCC) Bill by Dr
Mohan Yadav Government. Higher
Education Minister GautamTetwal tabled
the Bill in the House, triggering a massive uproar from Opposition parties.
During Cabinet meeting (on July 19),
the draft of UCC Bill which exempts tribal communities, prohibits practices like
polygamy and mandatory provisions for
live-in relationships was approved.
On notice by LoP and member Dinesh
Jain (Boss) for the adjournment motion
that was refused by the Assembly Speaker
on account of no immediate urgency,
Assembly Speaker Narendra SinghTomar
stated, “I have reviewed the subject matter of the adjournment motion notices
received from the honourable Leader of
the Opposition, Umang Singhar, and
Member Dinesh Jain (Boss).Your adjournment motion has been rejected because
the matter is not of an urgent
nature requiring immediate attention”.
Generally, adjournment motions are
moved regarding immediate events or situations arising from law-and-order issues
in the State, and the established convention is to hold discussions specifically
on such matters. There will be numerous future opportunities in the House to
raise the issue you have presented.
Past
precedents show that adjournment
motions are not entertained if the subject can be discussed through other parliamentary avenues. During this session as well, you will
have the opportunity to discuss this matter during the debates on bills, the appropriation bill, and the supplementary
budget. In the House, first heated
encounter between treasury benches
and Congress members happened over
the homage list. LoP Umang Singhar
demanded there should be names of
victims who have lost their lives in Bargi
dam tragedy. Reacting on this,
Parliamentary Affairs Minister Kailash
Vijayvargiya said that the list is being
prepared by Assembly Secretariat.
Later, Congress MLAs demanded discussion on adjourn motion by the
Congress on alleged land purchase by
Chief Minister and his family members.
Congress members started sloganeering and gathered towards well of the
House. On this, the Speaker adjourned
the proceeding. After 30 minutes, proceeding resumed. The motion was rejected by the Speaker. Subsequently,
Opposition raised slogans led to second
time adjournment of proceeding. Before
the proceeding, Congress party legislatures raise the issue of farmers.
