THE tragic death of 5-year-old
Kavyansh after falling into an
open drain in Amlidih has once
again exposed severe flaws in the
municipal administration of
Raipur.
According to local residents,
construction work on the drain
in the Amlidih area had been left
incomplete for a prolonged period, leaving a exposed section
that posed an ongoing danger to
passersby and children. Despite
multiple formal complaints conveyed to civic officials, no action
was taken to secure the site. The
negligence culminated in the
death of young Kavyansh, who
slipped and fell into the flooded, open structure.
Upon receiving news of the
fatality, Leader of the
Opposition Akash Tiwari
visited the site to meet
with the grieving family
and express his condolences. Refusing to categorise the death as a routine accident, Tiwari
blamed the catastrophe
directly on the Raipur
Municipal Corporation’s
sheer negligence. He asserted
that had officials acted upon the
community’s early complaints,
the child’s life could have been
saved.
Tiwari placed three major
demands before the district
administration and the
Municipal Corporation such as
an immediate high-level inquiry
into the incident, accompanied
by strict disciplinary action
against the responsible officials,
immediate financial
compensation to be
extended to the victim’s
family, a strict 15-day
deadline to cover all open
drains and hazardous pits
across Raipur.
Tiwari referenced previous fatal incidents in
the city, including the
drowning of two children
in an uncovered construction pit
in Hirapur-Jarway and the recent
deaths of two sanitation workers at Ramkrishna Care Hospital.
He emphasised that infrastructural negligence is not only creating widespread health hazards
due to poor drainage but is now
actively turning fatal.
Mayor Minal Choubey confirmed the incident, stating that
a municipal rescue team was
deployed to the location to retrieve the child’s body.
Acknowledging the public concern, the Mayor stated that
while human life remains invaluable, completely covering
drains presents logistical challenges for routine cleaning
and leads to frequent blockages. She added that the corporation would seek technical solutions to balance safety
with maintenance needs. On the issue of financial relief for
the family, Mayor Choubey indicated that she would consult officials to check whether the municipal body has provisions for compensation. Municipal Commissioner Sambit
Mishra clarified that the Municipal Corporation maintains
no formal budget or policy framework for disaster payouts,
noting that financial compensation falls under the purview
of the State Revenue Department. Commissioner Mishra
promised a thorough investigation into the incident, assuring that further administrative action would follow the submission of the official inquiry report.
