Madhya Pradesh Assembly unanimously passed an Amendment Bill raising reservation quota to OBC from 14 to 27 per cent on Tuesday. Madhya Pradesh Public Service (Reservation for Scheduled Caste, Scheduled Tribe and Other Backward Classes) Amendment Bill 2019 was tabled by Parliamentary Affairs Minister Dr Govind Singh. Taking part in the discussion, Leader of Opposition Gopal Bhargava said that all are in support of reservation but he wanted to know that whether Madhya Pradesh is having jobs? He said that Government moved 27 per cent reservation for political benefit.
Asserting that overall reservation percentage will be now 73 per cent in State, he sought to know that whether reservation will be also implemented in private sector as in coming time, maximum jobs are going to come in private sector, not in Government sector? If it (reservation) is not a rattle, not a lollipop then it should be informed that how many jobs are going to be created. He sought to know that how many jobs will be made available in private sector and in government sector.
He also tried to attract the attention of house towards most backward people and towards their rights by stating that there is separate reservation for most backward in Bihar, Uttar Pradesh and other states. In this regard, he opined that there are families which do not have even a peon’s job and on the other hand, there are families whose entire members are in jobs. Earlier, MLA Pradeep Patel demanded that as backward class population in State is 52 per cent, hence, reservation to backward class should be increased to 35 per cent. He also opined that outsourcing system either should be ended or roaster should be implemented with reservation facility as outsourcing is hurting the rights of SC, ST and OBC. Jalam Singh Patel told that earlier reservation was done only for 10 years after independence and now, even 70 years of Independence, reservation still remains an issue of discussion. Therefore, discussion should be done that who are the persons responsible for backwardness.
He also tried to know about the Government’s intentions in the light of High Court stay. Making a veiled attack on BJP, Kunal Chaudhary told that three CMs came from backward class but no one paid attention to the backward class. But Chief Minister Kamal Nath did this work in a single stroke. Dr Govind Singh told that around 2.5 lakh posts are vacant in Government institutions, urban administration, co-operative, corporation, boards etc and Government wants to fill them by conducting a campaign. “Hence, it was necessary to bring this reservation,” he asserted. On request of Dr Govind Singh, Assembly passed Amendment Bill unanimously.
Govt committed to welfare of backward class: CM Nath Chief Minister Kamal Nath tweeted that Congress had promised to provide 27 per cent reservation to Other Backward Class and the Bill in this regard has been passed in Assembly. Government is committed to welfare of backward class.
Cabinet Committee to review Vyapam’s working system

The State Government has constituted a Cabinet Committee to review the functioning of Vyapam (Professional Examination Board) and its options. The Committee will submit its report within a month. Minister Bala Bachchan, Tulsiram Silavat, Priyavrat Singh, P C Sharma and Tarun Bhanot have been made members of the committee. Principal Secretary of Technical Education, Skill Development and Employment will be the convenor of the committee. The committee will consider the board’s ongoing work-system, probable alternatives for execution of the works undertaken by the Board and any other topic related to the functions of the board.
