Five-member team constituted to simplify caste certificate issuance procedure


With an objective to simplifythe process of caste certificate issuance, a five-member committee has been constituted that will study caste certificate issuance process for Scheduled Castes, Scheduled Tribes and OBC in various states.
The committee will visit Jharkhand and Odisha to study the caste certificate issuance process there. This decision was taken in the meeting of state-level Vigilance and Monitoring Committee meeting chaired by
Chief Minister Bhupesh Baghel on Friday at Mantralaya. In the meeting, cases filed under Scheduled Caste and Scheduled Tribe (Prevention of Atrocities Act), were reviewed.
 
The committee constituted for simplification of the caste certificate issuance process will be headed by former Minister and MLA Rampukar Singh with Nankiram Kanwar, Punnulal Mohale, Bhuvaneshwar Baghel, Manoj Mandawi and Secretary and Director of Scheduled Caste, Scheduled Tribe Department as Members.
The Chief Minister said that this committee will visit various states of the country and collect relevant
information from government officials and local community there. He gave instructions to the committee to submit report in three months.
 
Chief Minister has given instructions to pace up the process of caste certificate verification and to take strict immediate action against people, who are working in government services on the basis of fake caste certificates. Baghel also gave instructions to ensure speedy redressal of cases filed under Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act. Chief Minister said that efforts should be made to vacate the cases, which have been put on stay by the court.
 
Chief Minister said that the pending payment of incentives to the beneficiaries of Antarjaatiy Vivaah Protsahan Puruskar Vivah Protsahan Yojana should be cleared at the earliest. Baghel directed Principal Secretary (Law and Legal Affairs) to review the works of public prosecutors in the courts under Scheduled Caste and Scheduled Tribe (Prevention of Atrocities) Act.
 
Present in the meeting were Tribal Development Minister Dr Premsai Singh Tekam, Home Minister Tamradhwaj Sahu, Women and Child Development Minister Anila Bhendiya, Industry Minister Kawasi Lakhma, Food Minister Amarjeet Singh Bhagat, Members of State-level Vigilance and Monitoring Committee- MLAs Gulab Kamro, Brihaspati Singh, Chintamani Maharaj, Dr Preetam Ram, U D Minj, Rampukar Singh, Chakradhar Singh, Uttari Ganpat Jangade, Nankiram Kanwar, Purushottam Kanwar, Mohitram, Punnulal Mohale, Kismat Lal Nand, Chandradev Prasad Rai, Gurudayal Singh Banjare, Bhuvaneshwar Shobharam Baghel, Anup Nag, Manoj Singh Mandavi, Vikram Mandavi.
 
Also present were Chief Secretary Sunil Kujur, DGP D M Awasthi, ACS (Finance) Amitabh Jain, Principal Secretary of Chief Minister Gaurav Dwivedi, Secretary of Tribal Caste Development Department D D Singh and Secretary (Home) Arun Dev Gautam.
CM holds discussion on Light Rail System A delegation from Nouam Techpreneurs Private Limited, Mumbai paid a courtesy call on Chief Minister Bhupesh Baghel at Mantralaya on Friday. During the meeting the delegation discussed and gave a presentation on operation of Light Rail System.
 
During the meeting, possibilities and viability of running Light Rail System in Chhattisgarh were discussed particularly running Light Rail System between Raipur and Durg and as a pilot project between Shastri Chowk and Tatibandh in the capital. He asked the delegation to carry out survey on the possibilities and prepare a survey report and present the same at the earliest.
 
Present during the meeting were Forest Minister Mohammed Akbar, Principal Secretary to CM Gaurav Dwivedi, Principal Secretary (Transport) Manoj Pingua, Additional Transport Commissioner S R P Kalluri as well as delegation members including Karan Judge, Satyendra Singh, Prasanna Sethi amongst others.
During the meeting the Nouam Techpreneurs delegation stated that the Light Rail System is a Russian technology and the rail runs on battery.
 
It comprises of eight bogies which runs on elevated route and has capacity to carry 1068 passengers. The train is completely air-conditioned equipped with Wi-Fi system and other modern equipments and technologies. Solar panels are attached on both sides of rail track, wherein, street-lights can be installed. The rail route also can facilitate running of telecom cables, etc. For pillars of elevated rail track, 3x3 feet land area is required per pillar.
The Nouam Techpreneurs also proposed that the complete cost of the project will be borne by the company and it would run the train service for 30 years and thereafter would handover the same to the state government.
The light train system will be guaranteed for 70 years. The delegation further informed that in two years time, the company can establish light train system service in 100kms. This rail system can be used for cargo movement also.
