Shanti Nagar Redevelopment Scheme gets Cabinet Sub-committee approval

The Shanti Nagar Redevelopment Scheme which has been proposed by Chhattisgarh Housing Board has got the approval of the Cabinet Sub-committee constituted by State Government for the said land development scheme. The Cabinet Sub-committee will table its final recommendation in the next Cabinet meeting for its final approval. The Cabinet Sub-committee chaired by Home and PWD Minister Tamradhawaj Sahu discussed during a meeting about the pros and cons of the Shanti Nagar Redevelopment Scheme proposed by Chhattisgarh Housing Board (CHB), held at his official residence and attended by Housing and Environment Minister Mohammed Akbar, Urban Administration and Development Minister Dr Shivkumar Daharia, Secretary (Housing and Environment) Ankit Anand and CHB Commissioner Ayyaj Phakirbhai Tamboli.
 
During the meeting, Secretary Ankit Anand gave a detailed presentation about the proposed redevelopment project which will be completed in four phases in 12-18 months time. He informed that the Water Resources Department (WRD) has already handed over all G, H and I type quarters along with its land and assets. He informed that a proposal has been sent to the General Administration Department for declaring these quarters as under dilapidated condition. The PWD has already declared all B, C, D, E and F type quarters as dilapidated.
 
In the first phase 10 houses have been removed while two are still remaining. Also there are 31 illegal hutments under first phase, for which action is being taken by the Raipur Municipal Corporation. In the second and third phase there are 18 E and F type quarters, which are also in the process of removal. Also there are 268 G, H and I type quarters under both these phases, which are needed to be vacated. The Chhattisgarh Housing Board has proposed to allot 268 vacant quarters to GAD pool. In Boriyakala, CHB has 2-3 bedroom houses available and accordingly, 3 BHK houses will be allotted against G type quarters and two BHK houses will be allotted against H and I type quarters in GAD pool. The estimated cost of these houses are Rs 69.5 crore. In the fourth phase, the houses which would be vacated, its replacement are under construction in Nava Raipur. After their completion, the quarters under fourth phase will be vacated.
 
The Cabinet Sub-committee during the meeting decided that the redevelopment process will be carried out on PPP model, under which the CHB will be inviting tenders from architecture firms for finalisation of concept layout. After layout finalisation, fresh tenders will be invited for land development.
 
It was decided in the meeting that the consolidated land value will be calculated by adding both the value of the building transferred by the Housing Board and the prevailing guideline value of the land. The Housing Board will monitor whether the work is going as per the required tender process, MoU-contract, concept approval and layout. The Housing Board will vacate the land in a phased manner and provide it to the developer within a certain period of time and will authorise the developer for the sale and determine the process in co-ordination.
 
Against the total cost of the land of the respective phase, 10 percent amount will be paid as supervision fee to the Housing Board. On payment of the entire amount of the land value of the respective phase, the developer will be able to get a power attorney and sell it on the free-hold.
