Sudhir Mungantiwar, former Finance Minister of Maharashtra and senior legislator of Bharatiya Janata Party (BJP), has been appointed as Chairman of Public Accounts Committee (PAC) of Maharashtra Legislature.
 
PAC is an all powerful committee of State Legislature. It is a joint committee of Legislative Assembly and Legislative Council. The committee headed by Mungantiwar has senior legislators from different parties as its members. They include Prithviraj Chavan, former Chief Minister and senior Congress MLA; Radhakrishna Vikhe Patil, former Leader of Opposition (Assembly); Adv Ashish Shelar, former School Education Minister; Jaykumar Rawal, former Tourism Minister; Vinay Kore, former minister; and Sanjay Sawkare, former minister of state.
 
PAC is traditionally considered the most important financial committee in the financial accountability process. The reports of the Comptroller and Auditor General (CAG) on the transactions of the State Government presented to the State Legislature stand referred to the PAC in respect of Appropriation Accounts, Civil expenditures and Revenue Receipts.
 
PAC examines if the funds shown in the accounts were disbursed legally on the service or purpose to which they were applied, if the expenditure was authorised, if re-appropriation (distribution of funds) was permissible under the rules. PAC also examines the statement of accounts of autonomous and semi-autonomous bodies, the audit of which is conducted by the CAG, as also the reports based on performance audit.
