Maoists call cadres to ‘celebrate’ PLGA anniversary till Dec 2021

Maoist terrorists, who have been facing challenges for past few years, may resort to violent activities once again in various parts of the country. Intelligence agencies and cops are gearing up to respond to this challenge, especially in the light of the latest letter issued by Central Military Commission of CPI (Maoist) to its cadres. The letter calls upon Maoist cadres to ‘celebrate’ 20th anniversary of Peoples Liberation Guerrilla Army (PLGA) from December 2020 to December 2021. PLGA is armed wing of CPI (Maoist), which is a banned organisation. Operating on the principle that PLGA will gradually develop into Peoples Liberation Army (PLA), this armed wing has been engaged in various violent activities including wanton killings, attacks on security forces, ambushes, landmine blasts, damage to public property etc.
 
Starting this month, PLGA will complete two decades of its existnce. Given the situation in the country in the past few months, now the Central Military Commission of CPI (Maoist) has issued a call to ‘the entire party committees, members, PLGA commands, commanders, warriors, people’s militia forces and leaders and activists’ and mass (front) organisations to participate in these ‘celebrations’. Through these ‘celebrations’, the Left Wing Extremists plan to take up ‘campaign for consolidation’ of PLGA all through the country. Besides, Maoist leadership has asked its cadres and front/mass organisations to take up ‘propaganda, resistance, and consolidation activities for one year according to the conditions of various States’. In effect, Central Military Commission of the Maoist terrorists has plans to ‘develop’ guerrilla war into ‘mobile war’. In the letter, Maoists have themselves admitted to have effected ‘208 big, 318 medium, and 3,948 small kind of war operations’ in 20 years.
 
Also, they have admitted to have killed 2,958 security forces personnel and injured 3,507 of them. Besides, Maoists have claimed that PLGA seized 3,208 modern weapons and 1,52,899 rounds of ammunition in 20 years of its existence. For the past few years, however, CPI (Maoist) has been facing challenges due to various initiatives of Government. Under the SAMADHAN doctrine. SAMADHAN doctrine comprises various components as follows: S -- Smart Leadership, A -- Aggressive Strategy, M -- Motivation and Training, A -- Actionable Intelligence, D -- Dashboard Based Key Performance Indicators and Key Result Areas, H -- Harnessing Technology, A -- Action plan for each Theatre, and N -- No access to Financing. Implementation of this doctrine has resulted in setback to Left Wing Extremists across the country. Crackdown on Maoists’ urban network and armed wings weakened the Maoists. In Maharashtra also, there have been some major encounters in the past few years in which some of their units (Dalams) were eliminated. Against this backdrop, Maoists have been looking for opportunities. In the recent past, they have once again resorted to attacking civilians mostly comprising tribals. Now, in PLGA anniversary, Maoist terrorists are trying to find an opportunity to carry out activities to terrorise the people further. Also, Maoists are planning to carry out activities to ‘fight back’ SAMADHAN initiative ‘by expanding/intensifying guerrilla war’. In their own words, Maoists are planning ‘to mobilise/organise the people in legal-anti-legal, open-secret forms of struggle and organisation’. Also, they have nefarious designs to focus on ‘specific targets’ and ‘take up recruitment campaign in the specified time’. Their idea of ‘celebration’ of PLGA anniversary extends to ‘plain and urban’ areas. As per the Central Military Commission letter of CPI (Maoist), Maoist terrorists may try to provoke the farmers ‘for armed peasant struggles’.
 
Cops gearing up to thwart PLGA consolidation: Patil As far as Maharashtra is concerned, the cops are well aware of the Maoist letter. In fact, they have stepped up their vigilance. Sandip Patil, Inspector General of Police, Gadchiroli Range, told ‘The Hitavada’ that the police force was planning a counter-strategy to thwart Maoists’ evil designs of PLGA consolidation. “The counter-strategy will be implemented throughout the year and beyond. We will launch operations and also make people aware of Maoist violence,” he said. The Government has been implementing various initiatives including strengthening of police stations, effective implementation of Surrender Policy, giving a boost to development of Maoist-affected areas etc. Some time ago, Eknath Shinde, Guardian Minister of Gadchiroli district, had announced that the State Government was thinking of enacting Public Security Act on the lines of Chhattisgarh.
