Nagpur Municipal Corporation (NMC) has black listed a firm M/s J P Enterprises for delay in completion of construction of the concrete road in Dharampeth area. The firm is black listed for a year which effectively would knock it out of race for future contracts issued by civic body in city atleast. Civic body finally seems to have woken-up to its supervisory role and pulled out rule book as it takes stock of haywire schedule of ongoing public works in city. With Municipal Commissioner Tukaram Mundhe taking over reins at NMC, the perception of administration has undergone a sea change and black listing of a contractor is a major step in putting the disturbed house in order.
The firm was pulled-up for using sub-standard paver blocks on stretch of Dharampeth T-point to Traffic Park road. J P Enterprises was also slapped a fine of Rs 8,11,965, about 0.25 per cent, for not completing the work within stipulated period. The fine is minuscule compared to total contract that is worth Rs 35 crore. NMC had awarded the contract for concrete road on this stretch in Dharampeth under Package-III. During the testing the paver blocks were found to not suitable for use as they were not cured as per standards. Before completion of curing period the contractor affixed the same on shoulder of the road so as not to be pulled up for being late in opening the road for use by citizens.
The lab test report with NMC said that the blocks were not of requisite strength of M-45. M/s J P Enterprises was issued showcause notice by Public Works Department (PWD) of NMC during the last month after receipt of lab report. The contractor submitted its say but same was rejected by the civic administration and Municipal Commissioner ordered imposing fine of J P Enterprises and also black listing the firm for violating the norms. NMC had to pay Rs 32,47,86,151 as balance to the firm against construction of cement road. With civic administration in overdrive, contractors executing concrete roads under various package are in bind and taking extra care not to fall on wrong side of disciplined administrator.
