State Govt sanctions 3 mo
Maharashtra Government has sanctioned three additional posts of Deputy Commissioners for Nagpur Municipal Corporation (NMC) with purpose of bettering the administration. Now the total posts of Deputy Commissioners at civic body stands at seven. The State Government notification also defined the allocation of departments to respective officers and providing dedicated officers for first time to Encroachment removal, Cleanliness, Garden and most of all Estate.
Presently the Deputy Commissioners were over burdened with work as their job profile included over dozen departments. This hampered the administration resulting in piling of files and delay in decision making in civic body.
Municipal Commissioner Tukaram Mundhe has delegated works for the officers and also listed the job profile. Deputy Commissioner (GAD) would look after work of Municipal Commissioner, GAD, Establishment, Security Department, Vehicles for officers, Stores, Accounts, Department Enquiry, Information and Publicity, Census, Legal Department, Election Branch, Lokshahi Din, Aaple Sarkar Portal (Resolution of Complaints) and P G Portal (Resolution of Complaints); Deputy Commissioner (Social Welfare Department) is entrusted with DAY-NULM, Women and Child Development, Weaker Section, Handicapped Welfare and Slum Development; Deputy Commissioner (Tax-Revenue) is entrusted Property Tax Department, LBT and Goods and Service Tax; Deputy Commissioner (Property) would look after Establishment Section, Publicity, Market Department and Licence Department; Deputy Commissioner (Encroachment) is to look after Encroachment Section, Anti-Encroachment Squad, Illegal Construction Control and Demolition; Deputy Commissioner (Health Department) and Director (Garbage Management) would look after Garbage Collection and Management, Swachha Bharat Abhiyan (Cleanliness) and Animal Husbandry Services; Deputy Commissioner (Garden) to look after Garden, Tree Authority, AMRUT-Green Spaces Management.
Besides them, NMC Secretariat would now look after work of Subject Committees; Education Department- would be looking after All Education Services, Primary and Middle Schools, Mid-Day Meal Scheme, Complete Education Campaign, Sports and Culture Department and Library and Study Rooms; Town Planning Department-Town Planning, Development Plan; Public Works-Construction of Roads, Special Purpose Vehicle and Mechanical Wing, Building Construction, Hot Mix Plant, Slum Redevelopment Authority and Pradhan Mantri Awas Yojana; Public Health and Engineering Department-Water Supply, Treatment of Garbage and its Management, Sewage water treatment and management, AMRUT Scheme (Water Supply), all aspects relating to drinking water supply and waste water management; Electric Department-All Electrical Works; Environment Department-Environment Wing; City Traffic (Planning and Management) Department-Traffic Planning and Management; Fire Brigade Department-Fire and Emergency Services, Disaster Management Department; Health Officer (Medical)-Medical Services, National Urban Health Scheme, All National Health Programme (Malaria, Elephantiasis, TB, etc.), National Viral and Immunisation Schemes, Reproduction and Child Health Programme; Information and Technology Department-E-Governance and Citizens Services Centre.
The order issued by Municipal Commissioner is however silent about work profile of Accounts and Finance Department headed by Chief Accounts and Finance Officer (CAFO) and Audit Department headed by Chief Audit Officer. The post of Public Health (Engineering Department) is now upgraded to that of Superintendent while that of In-charge of Public Work is downgraded from Chief Engineer to Superintendent Engineer.
While the sanction of additional posts to NMC is welcome, question mark remains about willingness among officers to take up posting in city. Already two posts of out of three sanctioned of Additional Commissioners are vacant. Also CAFO is currently on leave putting additional pressure on existing officers.
