PESO instructs licence holders to ensure safety before resuming production of explosives post lockdown

The authority issued a guideline for all licensed firms to check safety measures before commencing production 
 
In the wake of an accident at I G Polymers India Pvt Ltd in Visakhapatnam, the Petrolium and Explosives Safety Organisation (PESO), Nagpur has instructed all licence holders covered under the Explosives Rules 2008 to assure safety provisions before commencing the production after the lockdown is lifted.
 
As per the guideline issued by PESO, all operations related to shutting down or resumption shall be strictly carried out under the supervision of competent person of the installation recognised by the Chief Controller as per Rule 2(11). The competent person of the installation shall always ensure that the reactors, pipelines, ROV, motors, sensors, firefighting facilities, earthing system, explosion proof electrical equipment and other accessories are in fit and operational condition before resumption of any operation after shut down, duly checked and certified by safety officer of the company.
 
Only trained and experienced personnel should be deployed for manufacturing and handling operation of explosives. Adequate safety training shall be imparted periodically to the working personnel of the installation carrying out hazardous operations. No explosive shall be manufactured in any building or part thereof except under the supervision of a competent person employed by the licensee who shall be fully conversant with the process of manufacture of explosives, hazards connected there with and the provisions of these rules. No change in the process, nature and composition of explosives, specification and limiting percentages of raw materials and ingredients shall be made without prior approval of the licensing authority.
 
The safety management plan submitted by the company and approved by the District Magistrate under Rule 27 of the Explosives Rule 2008 shall be strictly adhered to in the event of urgency. To carrying out repairs to any building or part, including any equipment therein, that building or equipment shall be thoroughly made free of explosives by a suitable safety process of removal,shall be ensured by trained person. A record of all servicing and maintenance shall be maintained till the time of next servicing and maintenance and in case of any major repairs or replacement to any machinery or equipment, such record should be preserved till replacement of such machinery and equipment.
