State Government, on Wednesday, effected transfers of several Indian Administrative Service (IAS) officers including Tukaram Mundhe, Municipal Commissioner of Nagpur. Mundhe has been transferred to Mumbai. He will be replaced by Radhakrishnan B, an IAS officer of 2008 batch, as city Municipal Commissi-oner. Sitaram Kunte, Additional Chief Secretary (Service), General Administra-tion Department, issued the transfer order on Wednesday. As per the order, Mundhe has been shifted to Maharashtra Jeevan Pradhikaran (MJP) at Mumbai as Member Secretary.

He has been asked to hand over the charge of the office of Municipal Commissioner of Nagpur to Radhakrishnan B and take charge of the MJP office ‘immediately’. Just a day ago, Mundhe had tweeted that he had tested COVID-19 positive. Radhakrishnan B, who will succeed Mundhe as Municipal Commissioner of Nagpur, is an IAS officer of 2008 batch. He completed his BSc. (Agriculture) from Tamil Nadu Agricultural University, and MSc in Microbiology.

He joined the IAS in 2008, with Maharashtra Cadre. He underwent 14th Round of Mid-Career Training Programme in 2019. Mundhe was transferred to Nagpur in January earlier this year. Within seven months, he has been transferred again.Prior to his posting at Nagpur, he was Project Director of Maharashtra State AIDS Control Society at Pune. He had succeeded Abhijit Bangar, who was transferred within 14 months of his posting as Municipal Commissioner at Nagpur. In the very first interaction with mediapersons in January, Mundhe had stated that he had a vision of making Nagpur a ‘livable and economically vibrant city’. Later on, differences surfaced between him and the ruling party in Nagpur Municipal Corporation (NMC) over the financial condition of the civic body.

Gradually, the differences widened and his appointment to Nagpur Smart and Sustainable City Development Corporation Limited (NSSCDCL) came under fire from the ruling side in NMC. Sandip Joshi, Mayor; and Dayashankar Tiwari, Mayor-Elect, both accused Mundhe of undermining the elected representatives. With COVID-19 outbreak in the city in March, several things changed. Mundhe adopted a tough stand as far as imposing restrictions and declaring containment zones were concerned. However, after a few weeks, Congress MLA Vikas Thakre and other elected representatives including BJP legislators and corporators differed in approach with Mundhe over containment zones, closure of markets in the wake of COVID-19, creation of facilities etc.

Mundhe had walked out of the general body meeting of NMC held at Kavivarya Suresh Bhat Sabhagruha, alleging insulting remarks from corporators. Mundhe supervised the process of strengthening of NMC’s healthcare facilities. He passed several orders including fixing the charges for COVID-19 and non-COVID treatment in hospitals in the city, and also imposed fine on two leading private hospitals for violating the guidelines. Just a day prior to his transfer order, that is, on Tuesday, Mundhe had tweeted that he had tested positive for COVID-19. He had asked those who came in his contact to quarantine themselves. Earlier also, he had interacted with people through ‘Janata Durbar’, and later through Facebook Live.
