The candidates submit a memo to the CGPSC Chairman on Tuesday
Alleging gross anomalies in almost all the examinations conducted by the Chhattisgarh Public Service Commission (CGPSC), candidates, allegedly affected by these irregularities, submitted a memorandum to the CGPSC Chairman on Tuesday demanding reform in the Commission. Questioning the transparency in the functioning of the Commission, the candidates alleged said that the Commission has been hiding its mistakes committed in various exams, making the talented candidates victim. They also raised autocratic behaviour of the officials of the Commission in the memorandum submitted to the Chairman.
The future of many CGPSC is being spoiled due to the autocratic attitude of the officials in the Commission, alleged the candidates during the submission of the memorandum. They raised the issue of irregularities committed in the examination conducted for recruitment of Assistant Professors and in the model answer of Civil Service Preliminary Exam 2020. There was also mistake in the advertisement of the Medical Officer or the recently released Engineering Services Examination. They also questioned credibility of Chhattisgarh Vanseva Recruitment. The officials did not respond to RTI applications submitted by the candidates. The Commission has been reluctant to present its position before the High Court on many issues, which shows that the functioning and authority of the Commission have become completely autocratic, candidates said. The candidates again presented a 14-point demand for the improvement in the functioning of the Commission and hoped that the Commission will soon act on it. The points are preliminary examination of the year 2020 and the revised model answer of the Engineering Services 2020 should be immediately rectified and the revised list should be be released on the basis of the revised model answer.
The cutoff and marks of all the examinations conducted by the commission should be released along with the class-wise (preliminary examination) result and the commission should provide the candidates with their score cards along with the results. Commission should release the list of standard books (reference books) of all the subjects of the examinations conducted by the Commission or provide the revised answers / evidence / sources for the deleted questions. The procedure for obtaining answer book of the main examination should be simplified. The Commission releases the calendar of each year and the issued calendar should be strictly followed. Videography of the examinations conducted by the Commission should be made, carbon copy of OMR should be made available to the candidates and biometric compilation of the candidates should be done before the examination.
Linguistic error and instruction related error should be rectified in the upcoming examinations. Claim-objection fee should be reduced, the process should be done completely online and in case of receipt of claim objection right, the fees of the candidates should be refunded. RTI should be disposed of properly and the list of eligible / ineligible should be released in the selection list along with the reasons. Accountability of experts should be ensured and necessary action should be taken against them. The authenticity of pre-examination question papers and model answers should be examined in a confidential manner at several levels so that the status of the dispute is not created later. In the examinations conducted by the Commission in the past (such as Assistant Professor 2014), there have been many allegations regarding the irregularities, all these controversies should be resolved in reasonable time and culprits should be punished. If there is a need to delete more than 5% of the questions in the question paper, then provision to cancel the examination should be made by the Commission. Finally, a reform of the Commission should be made in every three years.
