21 deaffiliated colleges exist in RTMNU report

The annual report of Rashtrasant Tukadoji Maharaj Nagpur University (RTMNU) has revealed that total 21 colleges are functioning without affiliation.
The issue was brought to the notice of authorities by Pravin Udapure, Member of Senate, during the meeting of the body on Friday. The revelation surprised the meeting which has sought action on the issue.
The annual report of RTMNU for the year 2020-21 has a mention of 44 departments, 3 university conducted colleges and 503 affiliated colleges. Among 503 colleges some are deaffiliated by university while some have not responded to the proposals made by University. Reacting to the report, Udapure questioned, how could colleges which had been deaffiliated or non-functional find place in the list of colleges functioning.
Replying to the query, Dr Raman Madne, Deputy Registrar (College Section), informed the house that he had briefed the committee that prepared the report about the colleges which were closed, non-functional and deaffiliated. Yet, those 21 colleges were included in the report by mentioning all details including number of faculties, their status of accreditation by National Assessment and Accreditation Council (NAAC).
Another issue was raised by Adv Manmohan Bajpai regarding updating of report. For example, despite getting A+ status to Kamla Nehru College by NAAC, the report showed it as college with A grade. The college had informed the university about the status but university failed to incorporate the updation. Similar case was put up by Swargiya Rajendrasingh alias Baba Vyas Arts, Commerce College, Kondhali. Bajpai attracted the attention of House and asked how many colleges with half information were put in the list. No information was not available with the university.
Finally, Vice-Chancellor Dr Subhash Chaudhari ruled that all the corrections would be incorporated and sent to Government.
Can varsity send deaffiliated colleges’ proposal to Academic Council?
 
Since academic year 2016-17, 2017-18 and 2018-19, RTMNU has deaffiliated colleges and around 35 colleges did not reply to the notices issued by RTMNU.
Dr Madne told house, the action of deaffiliation was taken in a systematic manner. University issues notices, gives chance to colleges to put their side, he said. If the colleges don’t respond or are found violating the norms then the action of deaffiliation is taken. Once deaffiliated under Section 108 of Maharashtra Public University Act, 2016, there is no chance for colleges to come back. To seek affiliation, they have to follow the entire process again.
When Dr R G Bhoyar, senate member raised the issue of deaffiliation and proposed to send the deaffiliated colleges application for reaffiliation to academic council, everyone surprised. According to an expert the deaffiliated colleges can’t be reaffiliated through Academic Council. There is no such provision. If it is done then there is no meaning to the process of deaffiliation as the process would not have any logical end.
Senate members oppose Bhoyar’s resolution, request to withdraw it
 
On one hand senior Senate Member Dr R G Bhoyar moved resolution of not preparing perspective plan for next 10 years, literally preventing new colleges to come up, but on the other he suggested University to revive deaffiliated colleges. He alleged, through perspective plan unnecessarily non-grant colleges would mushroom which indulge in malpractices. Most members were taken aback by this observation.
Pravin Udapure, Adv Manmohan Bajpai, Shilwant Meshram, Dr Smeeta Wanjari, Dr Ajit Jachak, Vishnu Changde, Shivani Dani opposed it and requested him to withdraw the same. Members expressed all non-grant colleges are
not such which don’t deliver quality. Finally, it should be in the purview of university to allot colleges considering the geographical conditions and need of the region, felt members.
