State Govt proposes to create Employees’ Master Database

The salary bills of State Government employees will not be passed after November if their information is not furnished in prescribed format in the proposed Employees’ Master Database (EMDb). Planning Department, vide a circular, has asked all Treasury Offices in Maharashtra not to pass salary bills if certificate of furnishing of information on EMDb is not attached with them.
Planning Department has proposed to create EMDb under which information is to be collected of regular, daily-wagers, part-time, honorary, ad-hoc employees etc. The information of all such employees including those opting for voluntary retirement will be compiled, considering July 1, 2022 as the base date. The information required to be furnished includes Sevaarth ID, provident fund/DCPS account number, PAN number, Aadhaar number, full name of employee, date of birth, gender, date of joining the service, date of superannuation, designation at the time of joining the service, mobile phone number, e-mail ID, social category, caste, religion, native place, whether Divyang etc has to be fed on to the EMDb. Besides, other information viz. current designation/post, date of promotion to the current post, etc will have to be furnished.
Rajendra Wagh, Deputy Secretary, has issued a circular in this regard to all District Collectors and all Regional Joint Directors of Directorate of Economics and Statistics (DES). The DES will make available to the offices concerned the requisite software, Login-ID and password, guidelines for feeding the above-mentioned information. The Login-ID and password will be made available from August 17 to August 30, after which Drawing and Disbursing Officer (DDO) concerned shall furnish information and obtain the first certificate from September 1 to November 30. During December 1, 2022 and February 28, 2023, the DDO shall remove shortcomings, if any, and obtain second certificate that the information furnished is correct.
Planning Department has asked Treasury Offices in the State to not accept or pass salary bills for ‘November paid in December 2022’ if the certificate regarding the information furnished is not attached by DDO concerned. Treasury Offices have been asked to return the bills for compliance if the certificate required to be obtained in February 2023 is not attached with the bills of respective establishments. However, this particular direction will not be applicable in case of the salary bills of Governor, legislators, ministers etc.
