The Election Commission is making elaborate arrangements for counting of votes for Assembly elections in the State. The Commission is appointing special officials, giving training to them, doing inspection and also ensuring all necessary arrangements for fair and smooth counting of votes, on December 3.
APPOINTMENT OF COUNTING SUPERVISORS: The Election Commission of India has appointed Counting supervisors for eight constituencies of the district. For Patan Assembly constituency Arunima Day has been appointed as the counting supervisor. Similarly, Manjunath N for Bargi, Suhrash Bhagat for Jabalpur East, Saurabh Jain for North Central, Lavkush Kumar Tripathi for Jabalpur Cantt, Akanksha Ranjan for Jabalpur West, Deb Kumar Nandan for Panagar and Manish Kumar for Sihora assembly constituency have been appointed as counting supervisors.
QR CODE READER TEAM FOR COUNTING OF POSTAL BALLOTS: Assembly-wise appointment of QR code reader team has been done for counting of ballot papers received through Electronic Transmitted Postal Ballots (ETPB). In each team, two counting supervisors and one Q R Code reader has been appointed. The appointed officials and staff in the QR code reader team will be given specialised training for counting process of postal ballots received through ETPB. The officials and staff in the team are instructed to be present during training and counting as per the guidelines.
TRAINING FOR POSTAL BALLOTS COUNTING: Officials appointed for counting of ballot papers were given training in the conference hall at the Collectorate. During the training, District Election Officer and Collector Saurabh Kumar Suman were also present. He emphasised on significance of careful counting of postal votes. The counting staff received training from master trainers and they were provided with practical information on counting postal ballots. Assistant Returning Officers appointed for the counting of postal ballots in all eight assembly constituencies were also present during the training.
JOINT ELECTION OFFICERS INSPECT PREPARATIONS FOR VOTE COUNTING: Preparations for counting of votes cast for Assembly elections were inspected by Joint Election Officer Manoj Khatri at Jawaharlal Nehru Agricultural University (JNAU). On the occasion, Khatri also inspected rooms designated for counting process. District Election Officer and Collector Suman accompanied him during the visit. While inspecting, the Joint Election Officer interacted with representatives of political parties and candidates’ agents. A large LED screen was installed in seating area to display live images from the CCTV cameras installed inside and around the strong room. This setup is aimed at ensuring transparency in the process.
SECURITY DEPOSIT FORFEITURE IF LESS THAN 16.66% VALID VOTES OBTAINED: As per the Election Commission’s directions, candidates contesting elections will forfeit their security deposit if they receive less than sixth part or 16.66% of the valid votes polled in their respective constituencies. The forfeited amount will not be refunded. This forfeiture is commonly referred to as the forfeiture of bail. Candidates are required to deposit a security amount, known as the security deposit, while filing their nomination papers for Assembly elections.
Candidates from the general category are required to deposit Rs 10,000, while candidates from the scheduled caste category deposit Rs 5,000. The deposited amount is forfeited if the candidate fails to secure at least 16.66% or the sixth part of the total valid votes cast in the constituency. The Election Commission has clarified that votes cast for the ‘NOTA’ option will not be included in the calculation of total valid votes for the purpose of refunding the security deposit.
