Chief Minister Shivraj Singh Chouhan said that everyone lives for themselves, to live for our country, State and society is to live in reality. Chief Secretary Bains served the State as an administrative officer for 38 years and was dedicated to the welfare of the people. What is called living for the country, state and society, he did this. Chief Minister Chouhan was addressing the farewell ceremony of Chief Secretary Iqbal Singh Bains in the Mantralaya. CM Chouhan was welcomed by Additional Chief Secretary General Administration Vinod Kumar by presenting him a bouquet. Kumar also welcomed Chief Secretary Bains and new in-charge Chief Secretary Veera Rana by presenting them a bouquet. On this occasion, Chouhan also presented a memento to Bains. All the Additional Chief Secretaries, Principal Secretaries, Secretaries and other officers were present in the farewell ceremony. Chouhan said that Bains is a person who remains equal in every situation and looks at everyone with equanimity. He met every criterion and faced the biggest challenge of COVID-19 with determination and wisdom. During the COVID period, transport facilities were provided in Madhya Pradesh to workers going from other states to their home states.
 
This humanitarian work could be implemented effectively due to his sensitivity. Bains was positive towards every idea of public welfare. He implemented every suggestion and idea given for public welfare within the time limit in an administratively effective manner. He said that Bains discharged his responsibilities without coming under stress, pressure and influence. He expressed his views with logic. Roadmap of self-reliant Madhya Pradesh, CM Rise School, Anand Vibhag, implementation of Citizen Charter were his major achievements. He said that it is hoped that he will maintain his activism and continue to contribute his experience in the interest of the state. We wish that the latter part of his life should be useful, meaningful and successful. He wished Bains a happy and healthy life. Chief Secretary Iqbal Singh Bains said that my administrative journey was pleasant and productive. As a result of the trust placed in me by Chief Minister Chouhan, I was able to successfully carry out big responsibilities. There was no lack of devotion towards duty on my part. My colleagues also provided full support in my journey. I am definitely retiring but I am still among you all, because you all are my family and families never leave, there is no farewell to them.

Referring to the achievements made under the administrative leadership and guidance of Chief Secretary Iqbal Singh Bains, Chief Minister Chouhan said that maintaining the arrangements during the difficult times of COVID and providing all the basic facilities including transportation to the workers going from other states to their home states. It was the pinnacle of humanity. Bains remained alert, alert and active and expanded various public welfare schemes. Remarkable achievements were made in the fields of roads, electricity and water in the state. Global Skill Park, Floating Solar Plant, trial run of Metro Rail in Bhopal and Indore, implementation of PESA Act in tribal areas, work done in the direction of women empowerment are especially noteworthy. Bains did not allow any shortage of funds for any scheme in the state, this is a direct proof of his economic management. Whatever work was assigned to him, its implementation was ensured within the time limit with amazing administrative efficiency.
