Chief Minister Shivraj Singh Chouhan has said that generally the State budget and economic survey are considered to be the subject of economists and experts. We started incorporating public suggestions in the preparation of the State Budget from the last year. More than 4,000 suggestions were received this year, most of which have been included in the state budget. Now, with the aim of implementing the budget with public participation, public dialogue has been conducted on the economic survey and the budget. I want that the budget should be discussed in the Gram sabhas also. The people of the state should understand the budget and contribute in its implementation and in building a Self-reliant Madhya Pradesh. Chouhan participated in the dialogue with different sections of the society, beneficiaries and stakeholders regarding Madhya Pradesh Economic Survey 2022-23, State Budget 2023-24, Government’s schemes and their potential benefits. This is the first programme of the dialogue series organised by Atal Behari Vajpayee Institute of Good Governance and Policy Analysis and Madhya Pradesh State Policy and Planning Commission at Kushabhau Thakre Auditorium. Dialogue programmes will also be held in all the divisions of the state. Economic survey facts present picture of fast growing Madhya Pradesh: 18 times progress in the State’s gross domestic product is a miracle for the State.
Chief Minister said that the facts of Economic Survey present the picture of fast growing Madhya Pradesh. Madhya Pradesh’s performance has also been good in the field of welfare of the poor along with agriculture, rural development, industry and trade, health, education, skill development. It is clear from the economic survey that if efforts are made in the right direction with visionary thinking, difficulties can also be converted into success. The economic growth rate of the state has been 16.43 per cent. It was 4.43 per cent in the year 2001-02. The gross domestic product of the state is estimated at Rs 13,22,821 crore, which was Rs 71,594 crore in the year 2001-02. This 18-fold progress is a miracle for the state. The per capita income of the state was Rs 11,718 in the year 2001-02, which increased to Rs 38,497 in the year 2011-12 and it is estimated to be Rs 1,40,583 in the year 2022-23. We are not satisfied with this progress, we have to take the state even further.
Madhya Pradesh is among the top five states of the country to boost revenue: CM Chouhan said that allegations are levelled against the state government regarding taking loans. The reality is that the loans were taken by the State Government as per the norms of taking loans. The debt to GDP ratio stood at 22.6 percent in the year 2020-21 as compared to 39.5 percent in the year 2005. The capital expenditure of the state has increased by 23.18 per cent to Rs 45,685 crore, which is the highest in the history of Madhya Pradesh. Despite the difficulties of Covid, the state government has made every effort to boost the revenue which has increased at the rate of 7.94 per cent annually in the last 3 years with the vision of building Atmanirbhar Madhya Pradesh. We are among the first 5 states to increase the revenue of the country. Irrigation capacity increased from 7.50 lakh to 45 lakh hectares: Chouhan said that the state government is active with full sensitivity in the field of welfare of the poor. Interest-free loans have been made available to more than 6 lakh urban street vendors of the state. The agriculture growth rate of the state has increased to 19 percent. Irrigation capacity has also increased phenomenally, which has increased from 7.50 lakh hectares to 45 lakh hectares. Our target is to achieve irrigation potential in 65 lakh hectare area. We are committed to industrial development.
This year’s budget is a reflection of efficient financial management: Chouhan said that this year’s budget of the state is a reflection of efficient financial management. The size of the budget has been increased to Rs 3,14,025 crore. We are active for the creation of Atmanirbhar Madhya Pradesh to achieve the goal of Prime Minister Narendra Modi’s creation of Atmanirbhar Bharat. Madhya Pradesh will contribute by creating an economy of 550 billion dollar to realise Prime Minister Modi’s resolution of 5 trillion dollar economy. For this purpose, 18 percent of the budget has been kept for capital expenditure. Adequate arrangements for all sectors in the budget: Chief Minister Chouhan said that along with adequate provision for irrigation, infrastructure construction, energy, road construction, special arrangements have been made for the welfare of women, farmers, youth and poor. There is adequate provision for all sectors in the budget. A provision of Rs 02,976 crore has been kept in the budget for women. There is a provision of Rs 8,000 crore for the Mukhya Mantri Ladli Bahna Yojana. This scheme will make women self-reliant and their self-confidence will increase. Chief Minister’s Skill Apprenticeship Scheme is being started for the youth. In this, opportunities to “learn and earn” will be made available to the youth. Under the Mukhya Mantri Balika e-Scooty Yojana, e-scooties will be provided to meritorious girl students in class 12th in government schools of the state. New skill centres are being set up in Gwalior, Jabalpur, Sagar and Rewa on the lines of Global Skill Park in the state. Chief Minister Chouhan said that a provision of Rs 53,964 crore has been made for agriculture and related sectors. A provision of Rs 2,500 crore has been made to compensate for the interest on the outstanding loans of the defaulter farmers. Along with adequate provision for Sambal Yojana, special arrangements have also been made in the budget for scheduled castes, tribes, backward classes and nomadic communities.
Sports budget increased three-fold: Chief Minister Chouhan said that the sports budget has been increased three fold for the development of sports culture and popularisation of sports in the state. There are also suitable provisions in the budget for CM Rise School, health, urban development, metro rail in the state. Rope-way and cable car facility will also be made available in urban areas as per requirement. In infrastructure development, industrial corridors and townships will be developed on both sides of the expressway being developed in the state. Adequate provisions have been made in the budget for urban and rural development.
Provision in the budget for projects related to spiritual development: Chief Minister Chouhan said that along with economic progress, the state government is dedicatedly working for the uplift of soul, cultural and spiritual uplift. After the construction of Mahakal Mahalok, provision has also been made in the budget for projects related to public faith and spiritual development like Ekatm Dham in Omkareshwar, Ramraja Lok in Orchha, Divya Vanvasi Ramlok in Chitrakoot and Sri Devi Mahalok in Salkanpur.
Growing urbanisation must be kept in mind: Former director of the National Institute of Public Finance and Policy, Pinaki Chakraborty said that it is a wonderful innovation by the state government to make people participate in policy-making by holding public dialogues on the budget and economic survey of the state. Keeping in mind the increasing urbanisation in the state, effective policy-making is necessary for the provision of public facilities. He also gave his suggestions regarding the conservation of the forested area of ??the state and policy initiatives related to revenue collection in view of the increasing population.
State Budget in line with the objectives of the Union Budge: Convenor of CII Siddhant Chaturvedi thanked Chief Minister Chouhan for the all-inclusive and development-oriented budget of the state. He said that the budget of the state is in line with the objectives of the Union budget. Sufficient data is available in respect of all sectors in the Economic Survey. The state’s industry friendly environment, start-up policy, adequate infrastructure, availability of water and energy will be helpful in attracting investment for the state. He said that CII is always ready to provide all possible help to the state government in building Atmanirbhar Madhya Pradesh.
Public participation and Jan Samvad is the speciality of the good governance of the State: Lokesh Sharma of Atal Behari Vajpayee Institute of Good Governance and Policy Analysis said that public participation and Jan Samvad are the specialities of good governance of the state. There will be positive results of Jan Samvad on the budget and economic survey of the state. In the programme, Vice President Institute of Good Governance and Policy Analysis, Professor Sachin Chaturvedi, Senior Administrative Officer, Subject-Experts, representatives of business and Industrial organisations and voluntary organisations, field officers and stakeholders took part.
