Revenue Department of State Government has decided to levy handling charges for e-registration and e-filing of documents. The decision has been taken considering the projection that with increasing e-registration and e-filing, the revenue through handling charges for documents registered or filed through offline will dip.
A Government Resolution (GR) issued on Friday with signature of Satyanarayan Bajaj, Deputy Secretary, provide details of charges to be levied for handling of various documents. As per the GR, Rs 300 shall be handling charges for Leave and Licence Agreement under e-registration. Charges will be Rs 1,000 for e-registration of sale deed for flat. For e-filing services Version-1, document handling charges will be Rs 300.
The charges so recovered shall be deposited on the personal ledger accounts opened in the banks in the name of Inspector General of Registration and Controller of Stamps at State level, and in the name of officer concerned at district level. A proposal
regarding the necessary amendment in Registration Act, 1908 and Rules thereof shall be forwarded to the Government. The handling charges are being levied considering the projected decline in the revenue from offline registration and filing of documents. As per the GR, though the e-registration and e-filing are online facilities, expenditure is incurred on software maintenance, dissemination of information, software upgrade, server and storage maintenance, expenses incurred on e-registration hardware and connectivity etc. To meet this expenditure, document handling charges will be recovered from users of e-registration and e-filing facilities. Instructions in this regard have been passed on to all District Collectors of Stamps and District Registrar, all Deputy Inspectors General of Registration and Deputy Controller of Stamps, all Treasury Officers etc.
