The Finance Department, Government of Chhattisgarh has issued an official order on Tuesday to abolish the provision of stipends for government employees hired through direct recruitment during their probation period. The order will impact all government departments, offices, corporations, boards, commissions, authorities, universities, and aided autonomous institutions. Chief Minister Bhupesh Baghel had announced a significant policy change to benefit newly-recruited government employees by abolishing the provision of stipends for government employees hired through direct recruitment during their probation period. He made this announcement on September 2, 2023, in the Rajiv Yuva Mitan Sammelan.
 
Under the previous system, employees received stipends for the first three years of probation, with payment percentages starting at 70% and increasing to 80% in the second year and 90% in the third year of the minimum pay scale. The new policy mandates that government employees appointed through direct recruitment will receive the minimum salary associated with their respective pay scales throughout their probationary period. This rule is applicable retrospectively from July 28, 2020, which is the date of the Finance Department’s earlier notification. For employees appointed between July 28, 2020, and the date of the new order, their salaries will be recalculated on a notional basis, with the actual financial benefits taking effect from the date of the order. This means that there will be no arrears payable as a result of salary recalculations based on a notional basis. Government employees who obtain departmental permission to join other services and have resigned from their previous posts will still receive ‘pay protection’ in accordance with basic rules.
 
However, for government employees appointed between July 28, 2020, and the date of the new order, pay protection will also be determined on a notional basis, with actual financial benefits commencing from the date of the order. No arrears will be provided for pay protection adjustments made on a notional basis. Furthermore, the General Administration Department has reaffirmed a 3-year probation period for individuals hired through direct recruitment. This policy extends to various entities, including government departments, offices, corporations, boards, commissions, authorities, universities, and aided autonomous institutions
