The Maharashtra State Commission for Right to Public Service (MSCRPS) has expressed its displeasure regarding the communication of information from the Police Department through a Head Constable ranked official. The State Commissioner, recently, conveyed his dissatisfaction with the delegation of responsibilities by senior officers to lower-ranking personnel for forwarding essential information. In response to this concern, Deputy Commissioner of Police (DCP) Zone-II, Rahul Madne, has issued an order instructing Police Station In-charges to ensure that all future correspondences with the Commissioner of MSCRPS are routed through his office or that of the Commissioner of Police.

 

The issue ensued from an information sent by the Bajaj Nagar Police Station. MSCRPS Commissioner Abhay Yawalkar raised questions about a news report alleging on-line gambling within the jurisdiction of the police station. The response to this inquiry was provided by a Head Constable ranked police official on November 27, 2023. Upon receiving the letter, Commissioner Yawalkar acknowledged that the set protocol had not been followed and quickly addressed the matter by sending a letter to DCP Zone II. In his communication to police stations, DCP Madne stressed that the position of Commissioner, MSCRPS, is equivalent to that of the Chief Secretary of the State.

 

Therefore, according to etiquette, information meant for the Commissioner should be communicated through an officer not below the rank of Deputy Commissioner of Police. DCP Madne further highlighted in his communication that the Commissioner of MSCRPS had expressed displeasure with the police department for forwarding information bearing the signature of a Head Constable. DCP Madne stressed that, henceforth, officers should ensure that proper procedures are adhered to in the communication of information.
