Third day of Winter Session was scheduled for deliberation on supplementary budget, however, Congress MLAs’ unique way of protest grabbed the attention. In a series of Congress’ protest during the session, Congress delegation led by Leader of Opposition (LoP) Umang Singhar reached Assembly complex
carrying tea kettles in hands intended to highlight unemployment problem facing by State’s youth. In another scene, Congress MLA Mahesh Parmar arrived at the Assembly wearing a garland of liquor bottles although he was stopped by security personnel.
Later, Assembly Speaker Narendra Singh Tomar initiated discussions on the supplementary budget presented on Tuesday. During the discussion on supplementary budget in the House, Deputy Leader of Opposition Hemant Katare said that ever since I became an MLA, I have been asking questions and seeking information about the scam in Livelihood (Aajeevika) Mission. But, I am not getting any information. All the evidence of the scam in Aajeevika Mission is out there. But, why is no action being taken? Hamidia Hospital employees, outsourced employees, technicians, ward boys are on strike. They are not getting their salaries.
EOW again raided a group. Action should be taken after investigation. An officer comes, opens the file and gets transferred. Officers should be posted for at least two years, he demanded.
Katare said that the financial condition of Madhya Pradesh is deteriorating. The State has a debt of 4,92,000 crore. The per person debt is Rs 60,000. MoUs worth Rs 4 lakh crores were signed in the regional industry conclave. Is signing a big deal? Corruption took place in the scheme for pregnant women.
The child became a victim of corruption even before birth. The child becomes a debtor of Rs 60,000 even before birth. In the recruitment of jail guards, one gets 101 marks out of 100.
Madhya Pradesh Deputy Chief Minister and Finance Minister Jagdish Devda presented the first supplementary budget for the current fiscal year of Rs 22,460 crore.
Of this, Rs 13,130 crore has been allocated under the revenue head and Rs 9,329 crore under the capital head. Funds have been earmarked for various developmental initiatives across departments.
Congress said that youths are being left with an option to open tea stall as Government has failed to fulfill its promise of creating two lakh jobs annually. While, Congress MLA Mahesh Parmar from Tarana constituency in Ujjain arrived at the Assembly wearing a garland made of liquor bottles. Security personnel stopped him from entering the House until he removed the garland. Parmar stated that he intended to wear the garland inside the House to highlight the alleged liquor scam in State.
Cabinet Commtt formed for determining Excise Policy

The State Government has formed a Cabinet Committee for determining the Excise Policy for the year 2025-26 and for making decisions on related issues from time to time. The committee includes Deputy Chief Minister Jagdish Devda, Transport and School Education Minister Uday Pratap Singh, Women and Child Development Minister Nirmala Bhuria, and Food, Civil Supplies, and Consumer Protection Minister Govind Singh Rajput. The Principal Secretary of Commercial Tax will serve as the Secretary of the committee.
