Police Commissioner Harinarayanachari Mishra using the powers granted under Section 144 of the Code of Criminal Procedure 1973, has issued orders that during the Budget Session of the Madhya Pradesh Assembly Section 144 will be effective in the areas around the Vidhan Sabha building from February 7 to 9. According to the order under Section 144: Five or more people will not gather in any public place. The crowd thus gathered will be considered an illegal crowd. No person will neither direct nor participate in any procession/demonstration nor organise any meeting. No person shall carry weapons, sticks, spears, stones, knives, other sharp weapons or firearms in any public place. During the Vidhan Sabha session period, there will be a complete ban on the movement of heavy vehicles like trucks, tractor-trolleys, dumpers and slow-moving tongas, bullock-carts etc. which obstruct the traffic within the radius of 5 kilometres of the Assembly premises.

 

No person shall do any work which may cause disruption in educational institutions, hotels, shops, industries and private or public services. This order will not apply to government employees/officers working on duty. This order will be effective in the following routes/areas from February 7 to 19 from 6 am to 12 midnight or till the prorogation/adjournment of the Assembly session, whichever is earlier. The road in front of 7 battalion from Lilly Talkies, MVMM College, Airtel Tirah to Roshanpura. The road leading from Banganga Square to Public Relations Office to Lower Lake Road from Raj Bhavan to Old Assembly Square. Old CID office Jinsi Chouraha. The road leading from the Railway Superintendent’s office towards the Old Jail via Shabban Chouraha. Slater House Road, Maidamill to Board Office intersection. From Jharneshwar Mandir intersection to Thandi Sadak, from Thandi Sadak via the road of 74 bungalows to Roshanpura intersection. Polytechnic Road/Doordarshan Road from Bharat Bhawan Road to Chief Minister’s Residence.

 

New Vidhan Sabha to Raj Bhavan area, Chief Minister’s residence area, all roads leading from Roshanpura Square to Patrakar Bhavan and Raj Bhavan, road in front of MLA Rest House, entire area above Maida Mill Road, Board Office Square, 74 Bungalow , Omnagar, the entire slum area of Vallabh Nagar, Patrakar Bhawan, the road leading to the new Vidhan Sabha , Satpura Bhawan, Vindhyanchal Bhawan, Vallabh Bhawan and Arera Exchange area, Neelam Park, police station Jahangirabad, Yaadgar-e-Shahjahani Park, police station Talaiya, Ambedkar Park, police station TT Nagar, Chinar Park, Police Station MP Nagar. 3- No person will hold any public meeting, burning of effigy, protest demonstration, agitation, rally in the restricted areas. This order will not be effective on marriage ceremonies, processions and funeral processions. Any person violating this order will be liable for punishment under Section 188 of the Indian Penal Code. This order is addressed to the general public and since in the present circumstances it is not possible to inform the general public due to paucity of time. Therefore, an ex-parte order is passed under Section 144 (2) of the CrPC.
