Despite Rajiv Gandhi Proudyogiki Vishwavidyalaya (RGPV) constructed an incubation centre with cost of Rs 18 crores in campus to promote grass-root innovators and facilitate their growth, sadly it could not be inaugurated even in six years. The incubation centre was named as Knowledge Resource Centre (KRC) and it aimed to provide start-up ideas to the students and also helping them out to set up their own start-up. The building was constructed on pattern of model Bengaluru (Karnataka). According to university officials, a centralised laboratory was also set up in the building to set up the research work of scholars across the state along with start-ups. Varieties of hardware and software including Metrix laboratory (metlab), laboratory virtual improvement graphical user interface engineering software, VLSI design tool cadets PG bundle, Ketia software, etc were installed for Rs 5 crores. If we talk about hardware, three D printer, solar energy related research work equipment like DFIG control panel, PV emulator invertor, etc were installed.
After spending crores of amount and purchasing latest equipment for research work, students did not get opportunity to work in the laboratory. Experts said that IT sector is changing everyday as latest technology is coming to the market and at least after ten years, technology gets rejected in international market. The plan for incubation center (KRC building) was prepared in the year 2013 and at the time, its cost was proposed as Rs 8.5 crores. Construction of the building began in year 2018 and at the time of construction officials said that building would be costing Rs 18 crores. Though as per rule it is important to seek permission of executive council for changes in Detailed Project Report (DPR), but sources said that no such permission was taken by authorities before introducing changes in architect, engineering, etc.
The university Vice Chancellor, Sunil Kumar Gupta said, “Every year university pays Rs one lakh each to the 25 teams (seed money) for setting up their own start-up. Effort is being made to start research facility and incubation centre for students at earliest.” Earlier, it was planned to provide facility of research laboratory and start up to all technical students across the state. For incubation centre, company named as RGPV Innovation Start-up and Entrepreneurship Centre (RISE) is registered since year 2021. Chief Managing Director of this company is university Vice Chancellor Sunil Kumar Gupta. In year 2018, UGC had also advised colleges and universities to establish incubators or entrepreneurship cells in their campus.
