As per one assessment, 187 organisations working as fronts for Maoists are operating in 8 States in the country. Of these, 64 are said to be in Maharashtra with 32 of them ‘active’
 
 
The Maharashtra Special Public Security Bill-2024, tabled in State Legislature last week, aims at taking steps well in time to scuttle the nefarious plan of the Maoists titled ‘Lal Salam@Lal Quila-2047’. To further their nefarious design, the Red terrorists are being aided by as many as 64 front organisations in Maharashtra. Of these, at least 32 are active, with most of them scouting the urban areas to create sympathy for the Maoist cause as well as to mislead the youth and recruit them in the proscribed organisation CPI (Maoist). According to sources in the know of things, the Maoists have been operating with subversive design. In various videos and Maoist literature seized, there are references to the Maoists’ evil design of using violence to overthrow the government elected democratically as per the principles enshrined in the Constitution of India. However, in the past few years, the Maoists have been suffering setbacks in jungle areas. Hence, the outlaws have renewed their focus on urban areas.
 
Their active modules were busted in Chandrapur and Pune too. Besides, they have been trying to expand their influence and network in Amravati division in Vidarbha, Marathwada and Konkan regions with an intention to mobilise support for recruitment. The seized documents also show that Maoists have been building up ‘urban dens’ and ‘safe bases’ in Mumbai, Pune, Nagpur, and Nashik too. Besides, they have been trying to build a strong network of frontal organisations in Ahmedabad-Pune industrial corridor and Western Ghats region. The Maoists’ ‘military’ (violent) tasks in urban areas are effected through two-pronged strategy. One is the armed People’s Liberation Guerrilla Army (PLGA) for which brainwashed youths recruited from urban areas are sent. The PLGA tasks involve logistics support, infiltration in ‘enemy’ (police, security agencies) ranks, sabotage in key industries (ordnance, oil, telecommunications, ports) etc. Another is the ‘United Front’, which is an umbrella of mass organisations. The mass organisations are further divided into three major categories -- ‘underground revolutionary’ organisations, ‘open and semi-open revolutionary organisations’, and ‘legal mass organisations’ that cannot be directly linked to CPI (Maoist). While doing so, Maoists work on the Chinese dictator Mao’s principle, “The final objective of the revolution is the capture of cities, enemy’s main bases.
 
This objective cannot be achieved without adequate work in cities.” ‘Lal Salam@Lal Quila-2047’ is the Maoist objective. They have been trying to mobilise and organise the masses in urban areas to draft them into the banned CPI (Maoist). They have been building united front by activating mass organisations through working class, students, middle class, intellectuals, women, Dalits, religious minorities for the so-called ‘revolutionary movement’. According to sources, at least 187 front organisations of Maoists have been active in eight States. Of these, 46 have been banned. The States where 187 front organisations are said to be active are as follows: Maharashtra (64), Telangana (29), Bihar (24), Andhra Pradesh and Kerala (19 each), Jharkhand (14), Chhattisgarh (11), and Odisha (7).
 
Maharashtra, Bihar, and Kerala are the only three of these eight States where the Maoist frontal organisations have not yet been banned, said a source. The States that have banned the front organisations include Jharkhand (14), Chhattisgarh (11), Andhra Pradesh, Telangana, and Odisha (7 each). The proposed Maharashtra Special Public Security Act, for which the Bill has been tabled, will help the State Government in taking stringent action against the Red terrorists. Besides, enabling provisions in it will help the Government in banning the frontal organisations of Maoists, choking flow of funds to them, and securing conviction, said the source.
