In a bid to cut down on sources that pollute the air and water bodies in city, Nagpur Municipal Corporation (NMC) has issued fresh list of Dos and Dont’s on nuisances that would attract action, with warning that anyone violating the same would face a fine of Rs one lakh. NMC in its fresh order added nine more items that would be treated as violations like dumping of construction debris in water bodies, transportation of garbage in open, non presence of desilting chamber in hotels etc. However, what may rankle the reconstruction industry is NMC’s insistence that during demolition the dust should not billow into the air.

Due to urbanisation, construction work do add dust and fine particles in atmosphere. The order issued by Rajesh Bhagat, Deputy Commissioner, Department of Solid Waste Management, NMC, said a fine of Rs 5000 would be imposed in case air pollution occurs during demolition of old structures. Even flour mills would now have to ensure that during the milling process the fine particles do not blow out from the premises. Further while transporting, crushed stone, sand, and even debris and garbage, the vehicle should be covered with tarpaulin cover to prevent dust particles from billowing out in air. A violation of the same would led to imposition of Rs 2,000 fine. Also the civic body is seeking stricter compliance from eateries mandating desilting chamber in the premises. In case the drainage line gets choked the establishment could face fine.
 
Also in case they do not pay garbage cess, throwing left overs in open would lead to fine of Rs 5,000 in first instance and Rs 10,000 for repeat nuisance and a steep Rs 25,000 for the third violation. Similarly aiming to stop dumping of left over from marriage hall and caterers post function, NMC said a third offence would ensure a fine of Rs 50,000 on the violator. Now encroachment on footpath would lead to fine of Rs 1,000/day while blockage of chambers or dumping of material that lead to choking due to blockage of flow would lead to fine of Rs 5,000. The steepest fine would be on those who carelessly dump material in nullah or water bodies, they are treated as eco sensitive zone, and it start with Rs 25,000 for first offence and on third instance the levy would realised at highest Rs 1 lakh.
