MIA welcomes MIDC’s step to delegate enhanced powers to Regional Offices

In a significant and industry-friendly administrative reform, the Chief Executive Officer of the Maharashtra Industrial Development Corporation (MIDC) issued a comprehensive set of circulars on December 15, delegating enhanced powers to Regional Offices for key plot-related matters. The reform has been warmly welcomed and appreciated by the MIDC Industries Association (MIA), which represents a large cross-section of industries, particularly MSMEs. The circulars empower Regional Offices to take decisions on transfer, sub-lease, amalgamation, subdivision of industrial and commercial plots, as well as grant of development time extensions, within defined limits. By decentralising these powers, MIDC has addressed one of the long-standing concerns of industries - procedural delays arising from centralised approvals.
 
P Mohan, President-MIA, said “The association has placed on record its appreciation of this progressive step, noting that MSMEs often operate under tight financial and operational timelines. Delays in approvals for routine matters such as extensions or plot restructuring directly affect project viability.” The association believes that the latest delegation of powers will significantly reduce turnaround time, improve predictability and lower compliance-related stress for entrepreneurs. From the industry’s perspective, empowering Regional Offices is both practical and efficient. Officers at the regional level are better acquainted with local industrial conditions, infrastructure challenges and ground realities. This enables quicker, more informed and balanced decision-making, benefiting both industries and the administration. The association has also welcomed the clarity brought in by the circulars regarding authority levels and approval limits, which will help avoid ambiguity and unnecessary escalation of cases.
 
By shifting routine operational decisions closer to the field, MIDC has also enabled its headquarters to focus on strategic planning, large investments and long-term industrial development, a move that aligns with Maharashtra’s ease-of-doing-business goals. The MIA commends the CEO, MIDC for this industry-centric reform, and expresses confidence that effective implementation of the circulars will create a more responsive, efficient and MSME-friendly industrial ecosystem across MIDC areas.
