Decks are set for a seven-day Winter Session in the Second capital of the State, as the Business Advisory Committees of State Legislature finalised the agenda at its meeting on Wednesday. At least two weeks of session is normally held, but since there is possibility of announcement of schedule for Zilla Parishad and Municipal Corporation elections, the all-party meet decided on the shorter tenure. As per the current plan finalised by BAC, the Legislative Assembly and Legislative Council will hold sittings on Saturday and Sunday, which customarily are days off. Another reason for the shorter tenure of the Winter Session could be that Public Works Department (PWD) of State Government could not complete the works relating to repairs and other allied items owing to boycott by the contractors.
 
The contractors did not obey the responsibilities as their previous dues remain unpaid due to paucity of funds in the State’s coffers. Meanwhile, about the agenda, though the Opposition is not much of a ‘threat’ to ruling alliance, it is likely to attempt put the Government on the mat on the controversy surrounding botched land deal in Pune. As the deal saw emergence of link to Parth Pawar, elder son of Deputy Chief Minister Ajit Pawar, the Opposition has got the much necessary ammunition to take on the strong Government in Maharashtra. Apart from that the teething issue of non-payment of compensation to farmers affected by excess rains is also going to echo in the winter session. Though the State Government tried to take credit by announcing mega package, on ground farmers are yet to see the money flow into their account even as Rabi season has set in.
 
Another issue that always surfaces in the Session is law and order, and the Opposition might seek to claim that all is not that rosy in the State. Since the results for the recently held Nagar Panchayat and Municipal Councils are not going to come during the winter session, the bickering that surfaced in ruling combine might not affect the co-ordination among them. This is so as any unexpected results might have hurt lot of egos or left some bigwigs with deflated clout due to loss of power in their area of strength. As usual the most important agenda in the winter session in tabling and approval of supplementary grants. Normally, the State Government use to for supplementary grants proposal during winter session only, but over the year the legislature medium stands abused, as whenever it wants the Government of day tables supplementary grants. As per the trend , so far, the supplementary grants are required in case of any unforeseen extra expenditure that the State may incur owing to some new work or important public development.

According to officials, the deployment includes 10 Deputy Commissioners of Police (DCP/SP), 38 Assistant Commissioners of Police (ACP), 80 Police Inspectors (PI), 235 API/SIs, 2,400 police personnel, and 500 women police officers from across the State. Additionally, five companies of the State Reserve Police Force (SRPF) will assist the city police. More support will be from 1,400 Home Guards, who will be posted at various strategic locations. The Force One which is an anti-terror team of State police is also expected to arrive in Nagpur in the coming days to strengthen the security network.
