State to fine-tune Swachh Bharat Mission

Key focus now shifts to properly channelising sanitation, waste water treatment and management of value-chain 
 
Maharashtra Government is going to undertake a comprehensive exercise to upgrade Swachh Bharat Mission (SBM) campaign with focus shifting to capacity building (CB) of officials at Municipal Corporations and Municipal Councils. The thinking is that there is need to channelise sanitation and waste management value chain, with through recycling of solid waste in the urban areas. For the same, the officials from field to State needs to be trained in setting the direction for achieving the goals of the SBM 2.0. Mission Directorate, Maharashtra Urban Development Mission, is launching SBM (U) 2.0, which has components under Solid Waste Management and Used Waste Management (UWM) components in entire value-chain, said officials familiar with the development.
 
The programme plans to include case studies on Collection & Transportation, Street Sweeping, Municipal Solid Waste (MSW) Treatment, Processing (through Bio-methanation Plant, Waste to Energy Plants, Material Recovery Facility (MRF), RDF Plants), Sanitary Landfill, Dumpsite Remediation, Bio-mining, Scientific Capping of Dumpsite, Leachate Management, Transfer Station, Construction & Demolition (C&D) Waste Processing Plants, Plastic Waste Management, Sanitation, Interception and Diversion, Sewer Network, Sewage Treatment Plants (STPs) etc. Under the Mission, a comprehensive Knowledge Management Framework is sought to be created at institutional level to augment the capacity building initiatives. For the same, training programmes would be undertaken for officials at Urban Local Bodies across the State. While SBM 1.0 emphasised on collection and later segregation of waste, State Government is now keen on leveraging technology to ensure total recycling of the waste products. Under SBM 2.0, various Capacity Building (CB) programmes on solid waste management, used water management and other involved components will be undertaken throughout the year.
 
This includes holding orientation programmes, development of training schedules, training of ULBs officials. The officers involved in the process would be taught importance of value chain and how to supervise its working, how to evolve successful strategies. The officials would sharpen their skill sets, learn new concepts, principles of waste management, applauding best practices and its replication, devising strategies for engaging citizens in solid waste management etc. State is going to rope in experts in the domain to provide low down on how to manage the value chain in sanitation and waste management through CB activities at Urban Local Bodies. The programme list also includes skill development of Safai Mitras and sanitation workers, so that their technical knowledge to operate advanced equipment and safety gears is increased.
 
Apart from on site training, on-line sessions are also planned, customised training modules, short-term technical courses would also be there. Government is keen to sharpening human resource development with a sensitisation towards social, economic and technological environment for effective implementation and service delivery under the Mission. During the training, officials will also be informed about latest technologies that are sustainable, environmentally friendly, and context appropriate. Swachh Bharat Mission that was launched in year 2014 aimed at elimination open defecation as well as improvement in solid waste management. Also called as Clean India Mission, the campaign focussed on improving garbage collection in urban areas, their proper segregation and now emphasis is on recycling and adding value to same.
