As part of welfare measure for the sanitation workers, Nagpur Municipal Corporation (NMC) will be undertaking a group housing scheme in Mouza Nari. A decision to construct multi-storey buildings for the Safai Karmachari in employment of the civic body has been finalised by the administration. As per the plan, there would be 14 buildings with total 392 dwelling units. Each unit, a double room flat, will have an area of around 441 sq ft. The project is entrusted to Prime Minister Awas Yojana (PMAY) Cell of NMC wherein each of the buildings will have stilt parking plus seven floors, with each floor having four units.

 

The land identified for the project is having total plot area of 42103.92 sq mtrs while net area is 11109.62 sq mtrs. The land is part of Slum Rehabilitation Authority (SRA) and project cost as of now is pegged at Rs 91,45,84,763. The document prepared by NMC mentioned that the said land piece identified for undertaking group housing scheme is reserved for PMAY scheme and is located in residential zone as per the UDCPR-2020. The FSI permitted for the project is 4.8 (3+Additional 60 % free ancillary area) and each of the units maximum area is capped at 48.46 sq mtrs. In the tender document floated for prospective bidders, the NMC said, the winning bidder will be eligible for construction TDR but the firm will have to quote the premium that NMC would get and at present the ready reckoner rate for the land in the area is Rs 14,370/sq mtr. Each of the tower will have maximum permissible height of 24 metres. Such a group housing scheme for safai karmachari is perhaps the first in NMC.

 

Previously, the civic body had allotted open land for construction of houses to individual beneficiaries. One such locality is Thakkargram in North Nagpur. Another area is Borkar Nagar behind Timber Market and incidentally it is famous as Mahatma Gandhi ensured that well is dug for the safai karmachari living here as they had no access to water during those days. So, after a long time, the civic body has taken the onus to build a housing scheme for the safai karmachari. Post construction, NMC may invite applications from interested beneficiaries and in case they exceed, then a draw of lots may be held for the allotments.
