Construction of high-rise buildings, Government-related road infrastructure and civil building projects, private builders engaged in construction of residential projects in and around Nagpur city, has indeed made the life of common people miserable and inconvenience him by continuing construction work late at night, disturbing the peace of designated residential areas. With monetary consideration and the need to finish the projects in time, the builders/Government project authorities are not only violating environment and safety norms as notified by MPCB, but taking public for granted.
For construction activities, heavy material handling equipment, noise-making machines making noise levels beyond the permissible limit such as crushers, concrete saw, grinder, compactor, roller, backhoe loaders, bull dozers, excavators are being deployed at site and continue working till late night thus causing children, elderly, peace-loving people and general public to suffer.
To add woes to people suffering, the construction materials such as bricks, steel iron rod, sand are kept and unloaded at public place without complying with the safety norms, leading to health hazards. Surprisingly, even the higher authorities of MPCB and NMC are well aware and know that due to upsurge in construction activities in Nagpur, the environment is deteriorating and people are suffering due to noise and dust pollution, but they are not initiating action against the erring construction entity/authorities. Government departments like NMC and MPCB are appealing to aggrieved people to lodge complaints with them for noise and pollution control. Why can’t the Government department take the initiative first from their end in taking action towards violators of noise and dust control norms. Why to wait for public to make complaint. Officials should take initiative on their own in interest of general public and Nagpur city to make it a liveable place.
It is to be noted that unless and until Government implementing and enforcing agencies wake up from their deep slumber and become active in taking action, whatever existing strict rules and regulations for construction activities in vogue will be of no meaning.
