In a major step to tighten institutional access control, the Government of Chhattisgarh has introduced a colour-coded, digitally secured identity card system for personnel entering the State Secretariat. All officers, employees, attached staff and authorised external representatives must now carry RFID, QR and hologram-enabled ID-cum-entry cards while accessing Mahanadi Bhawan in Nava Raipur. As per General Administration Department (GAD) directive FINACC-38029/15/2024-GAD-11, digitally signed by Deputy Secretary Shailabh Kumar Sahu on 21st July 2025, all concerned must display their ID cards with name visibility during working hours.
 
Applications are to be submitted via the NIC portal (https://gad.cg.gov.in/id-card/), and routed through designated departmental cells or the e-Office platform, depending on applicant category. The ID system classifies users by service levels: maroon for officers in Pay Matrix Level 13 and above, blue for Levels 10-12, green for Levels 4-11, and yellow for Levels 1-3. White cards are assigned to non-government functionaries including media professionals and outsourced staff. Government-issued ID cards will feature the official logo and departmental insignia, whereas temporary access cards will not. Retired officials from the IAS, State Administrative Service and Secretariat cadres will receive ID cards reflecting their last held designation, but without logo-bearing lanyards.
 
Permanent IDs will remain valid for five years or until retirement, whichever occurs first. Temporary passes for non-government personnel will be valid for one year only. A senior GAD official confirmed that once the application is verified and the card is issued, no fresh request will be entertained. “This exercise is designed to institutionalise uniform ID protocols, ensure personnel authentication at entry points and promote secure digital governance across the Secretariat,” the official added.
