The Monsoon Session of the State Legislative Assembly is scheduled to commence on July 28. State Government, Opposition Congress and officials are engaged in preparations and rounds of meetings going on.
The Government will present the first supplementary budget, the size of which will be around Rs 10,000 crore. This budget is being brought to meet various infrastructure development projects and administrative needs.
On Friday, Chief Minister Dr Mohan Yadav held a meeting with top officials and directed them to ask departments be remain well prepared for the upcoming sessions. Officials were instructed to brief ministers about answers of questions to be raised in the House. Officials were asked to be prepared for the session and briefed the concern ministers in advance in contrast to usual practice of sending note at the eleventh hour.
As far as bills to be tabled are concerned, then Jan Vishwas 2.0 Bill, which proposes amendments to 45 provisions across 13 different departments is among the top bills. More than a dozen bills are likely to be presented by the government. Others include pertaining to Higher Education Department, the Commercial Tax, Department, the Labour Department etc.
Also, the seat of BJP State President and Betul MLA Hemant Khandelwal has been changed and now he will be in front row as he has been elevated in the state organisation and became President. The Assembly Secretariat has completed all the preparations.
The Secretariat has received 3,377 questions, which will be raised by the MLAs on various issues. Apart from this, 191 calling attention notices and an adjournment motion have also been received.
The session is scheduled to conclude on August 8. During this period, 10 meetings will be held in which the development of the state, schemes related to public welfare and the proposed bills of the government will be discussed.
Opposition Congress is going to raise the issue of the State Environment Impact Assessment Authority
(SEIAA), although the State Government
has removed controversial officials from the authority and transferred them to other department. As the Govt had already revealed during the main budget of this financial year its focus is on capital expenditure, this time too. It has also been said that Dr Mohan Yadav-led government is trying to get the Central aid of Rs 15,000 crore to spend on various ongoing projects. In recent few months, Government drew flak over severely bad conditions of roads and the Public Works Department is in the center of mega projects.
