State Government grants extra FSI permits mixed

Industry Deptt amends IT Information Technology and Information Technology Assistance Service Policy 2023 and gives corresponding benefits to old and non-regularised units
 
To attract new investment in the Information Technology sector having a strong potential for creation of new jobs, Maharashtra Government has stamped its approval to provide additional floor space index (FSI) to proposal for new parks. At the same time, the amended policy has also incorporated a major demand of industry to allow mixed use of land meant for IT parks.
 
The decision was based on recommendation made by a high powered committee (HPC) under chairmanship of Chief Secretary which submitted its report on May 19, 2025. The HPC went into the New IT Policy-2023 which had suggested several incentives to promote new IT parks. The Directorate of Industry based on feedback from industry, suggested amending the policy as to Rule no. 4 governing new IT parks, that are yet to commence operations. As such, the Department of Industry issued a notification allowing regularisation of IT parks who have been granted permission and also gave nod to mixed use of the land meant exclusively for the industry. The twin consideration followed specialised nature and round the clock working of IT industry and HPC looked into the practices that would suit the needs of industry while coming up with favorable recommendations.
 
The notification states that industry that has been allotted Letter of Intent of De-novo LOI (new nod) for IT Parks under UDCPR-2020/DCPR-20234 can get additional FSI from respective authority that sanctions building plan. The mixed use of land will be limited to only additional FSI sanctioned and not to entire building, the policy outlined clearly. Further clarifying the point, the Government decision lays down that same benefit will be applicable only to IT Park in first 5 years of its operation and whose construction is still not complete and occupancy certificate is still to be issued. To avail the additional FSI and mixed use benefit, the said industry will have to deposit the difference in land value with the respective authority.
 
The policy is also going to cover the IT parks that have been given permission before the new amendments to the policy but they can avail extra FSI and mixed land use benefit only in case they have not registered with the authority. In such cases, the industry will be eligible to same benefits as to new units but the proposal will have to be cleared by Secretary (Industry) individually. Further, the notification states that IT parks that have earlier been given permission under the old policy of 2020, they too can avail the benefit of extra FSI with liberty to mixed use limited to additional construction as per Information Technology and Information Technology Assistance Service Policy 2023 as mentioned in rule 4.1.1 and 4.1.2 (d) and 4.1.3.
