A significant financial scandal has surfaced within Rashtriya Bal Swasthya Karyakram (RBSK) and Mukhyamantri Bal Shravan Yojana, leading to the immediate termination of the Data Entry and Information Manager (DEIM). Investigations have confirmed the misappropriation of government funds intended for the medical treatment of hearing-impaired children. The investigation centered on the Bal Shravan Yojana, a welfare initiative designed to provide cochlear implants and Auditory Verbal Therapy (AVT) to underprivileged children. It was discovered that approximately Rs. 8.96 lakh was disbursed through fraudulent billing practices. The audit revealed a “fictitious treatment” pipeline where payments were processed for follow-up medical services that were never rendered. Files were advanced despite existing objections from the Accountant General (AG) Gwalior regarding a lack of medical evidence, whereas the records obtained via the RTI Act showed suspicious parental signatures.
 
Several parents later testified that their children were treated at private facilities and never received benefits from the National Health Mission (NHM). DEIM Subhash Shukla was identified as the primary individual responsible for processing the suspicious files. Though he argued that the payments were handled via an automated e-Finance system and shared among various officials, administrative reviews concluded otherwise. Following the dismissal of his appeal by the Principal Secretary on November 10, 2025, Mission Director Saloni Sidana invoked the NHM Human Resources Manual 2025 to terminate Shukla’s services. This incident has raised serious concerns regarding the transparency of the National Health Mission’s monitoring mechanisms. By fabricating records for children with disabilities, the perpetrators not only caused a loss to the public exchequer but also compromised the rights of vulnerable citizens.
