In compliance with a Chhattisgarh High Court order dated January 16, the Chhattisgarh Medical Education Department under the Department of Health and Family Welfare has cancelled the first and second rounds of counseling and admissions for postgraduate (MD/MS) seats in state medical colleges for the 2025-26 academic session. The ruling was passed by the High
Court at Bilaspur in the case State of Chhattisgarh and Others vs. Dr. Samridhi Dubey. Following the verdict, the state government notified the revised Chhattisgarh Post Graduate Medical Admission Rules, 2025 late on January 22.
These rules introduce major changes to the reservation framework for PG admissions in clinical and non-clinical branches across Chhattisgarh’s medical colleges, requiring a complete revision of the reservation roster and seat matrix. The first two counseling rounds had been conducted using the previous roster, so all seat allotments from those rounds in state medical colleges are now invalid, as per the High Court directive. Deputy Secretary Lavina Pandey stated in the official notice that fresh counseling will be organized for PG seats, based on the new rules and a 200-point roster. All India Quota (AIQ) under NEET-PG, while the remaining 50% are reserved for NEET-PG qualifiers who completed their MBBS at state-affiliated colleges or state in-service doctors. In private medical colleges, 50% of seats will go to NEET-PG qualifiers from state-affiliated MBBS colleges or in-service doctors. The other 50% designated as All India open seats will follow Rule-6 for reservations. However, state NEET-PG qualifiers remain dissatisfied, questioning why MBBS graduates from AIIMS Raipur can compete for PG seats under the state quota.
Dr. Heera Singh Lodhi, President of the Chhattisgarh Doctors’ Federation, highlighted that AIIMS Raipur graduates are exempt from the two-year rural/remote service bond required of state medical college MBBS holders post-internship, along with the 25 lakh security deposit. “If there’s such a disparity, why allow AIIMS Raipur MBBS holders to access PG seats in state medical colleges under the state quota?” he asked.
