As the dates of State Assembly’s Budget Session approaching closer preparations in State capital are speeding up. As per the notification the 19-day session will be held from February 16 to March 6. To ensure law & order situation, Police Commissioner Sanjay Kumar, exercising the powers conferred under Section 163 of the Indian Civil Security Code, 2023, has issued Prohibitory orders in the areas surrounding the Assembly building during the ninth session of the Sixteenth (16th) Legislative Assembly of Madhya Pradesh, from February 16, to March 6. On February 18, Finance Minister Jagdish Devda will present the Madhya Pradesh budget. A discussion on the budget will follow. Currently, the Madhya Pradesh Legislative Assembly has 165 BJP MLAs, 65 Congress MLAs, and one MLA from the Bharatiya Adivasi Party.
 
In the issued order, Police Commissioner Sanjay Kumar stated that no more than five people shall assemble at any public place. Any such gathering will be considered an unlawful assembly. No person shall lead or participate in any procession/demonstration, nor shall they organise any assembly. No person shall carry weapons, sticks, lathis, spears, stones, knives, other sharp weapons, or firearms in any public place. During the session, the movement of heavy vehicles such as trucks, tractor-trolleys, dumpers, and slow-moving vehicles that obstruct traffic, such as horse-drawn carriages and bullock carts, will be completely prohibited within a 5.00 km radius of the Assembly complex. No person shall engage in any activity that disrupts educational institutions, hotels, shops, industries, and private or public services.
 
This order will not apply to government employees/officials on duty. This order will remain in effect from February 16 to March 6 from 6 am to 12 am, or until the adjournment/prorogation of the Assembly session, whichever comes first, in the following routes/areas: The road from Lily Talkies to the area opposite the 7th Battalion, MVM College, the road from Airtel Tiraaha to Roshanpura. The road from Banganga Chowk to the Public Relations Office, Lower Lake Road, Raj Bhavan to Old Assembly Chowk. Jinsi Chowk to Old CID. The route from the Railway Superintendent’s office via Shabban Chowk towards the old jail. Slaughter House Road, from Maida Mill to Board Office Chowk. From Jharneshwar Temple Chowk to Thandi Sadak, from Thandi Sadak to the uppermost road of 74 Bungalows, leading to Roshanpura Chowk. Polytechnic Road/Doordarshan Road, Bharat Bhavan Road to the Honourable Chief Minister’s residence.  
 
During the period this order remains in effect, no person shall hold public meetings, effigy burning, dharnas, demonstrations, or rallies in the restricted areas. This order shall not apply to marriage ceremonies, processions, and funeral processions. Any person violating this order shall be liable to punishment under Section 163 of the Indian Penal Code. This order is addressed to the general public, and since it is not possible to inform the general public in time due to the current circumstances, a unilateral order is being passed under Section 163(2) of the Criminal Procedure Code. The person affected by this order may, upon the satisfaction of the undersigned, be exempted from any applicable conditions under Section 163 of the Criminal Procedure Code, 2023. From the New Assembly area to the Raj Bhavan area, Chief Minister’s residence area, all roads leading from Roshanpura Chowk to Patrakar Bhavan and Raj Bhavan, the road in front of the MLA Rest House, the entire area above Maida Mill Road, Board Office Chowk, 74 Bungalows, Om Nagar, the entire slum area of Vallabh Nagar, Patrakar Bhavan, the road leading to the New Assembly, Satpura Bhavan, Vindhyachal Bhavan, Vallabh Bhavan and Arera Exchange area, Neelam Park Police Station Jahangirabad, Shahjahani Park Police Station Talaiya, Ambedkar Park Police Station TT Nagar, Chinar Park Police Station MP Nagar.
