Opposition creates uproar during Governor’s , Budget Session commences with tumultuous scenes

On a stormy note, the Budget Session of the Madhya Pradesh Assembly began on Monday. The proceedings began with the singing of all the six stanzas of Vande Mataram, followed by Governor Mangubhai Patel’s address. The Opposition members created a ruckus during the Governor’s address, leading to the adjournment of the proceedings untill Tuesday.
In his address, Governor Mangubhai Patel highlighted the Government’s achievements and the changes brought about by public welfare schemes. He also provided information on the work done so far and future goals pertaining to the promises made in the Sankalp Patra 2023 (during the election by ruling party).
Opposition uproar during Governor’s address, as the Governor stated that the country is on the threshold of what Prime Minister Narendra Modi has described as the Amrit Kaal (the era of immortality).
He mentioned the industry-friendly environment, the Global Investors Summit held in Bhopal, the goal of making Madhya Pradesh a $2 trillion economy by the year 2047, celebrating 2026 as the Year of Agriculture, the construction of 1.35 lakh houses under the PM Janman Yojana, the pollution-free Kshipra river in Ujjain, and the work done under the New Education Policy.
Meanwhile, Leader of the Opposition Umang Singhar interrupted and alleged that the issue of the tap water scheme and deaths due to contaminated water in Indore were not included in the speech. Following this, the Opposition began sloganeering, but the Governor continued his address amid the uproar.
After the Governor left the House, proceedings resumed, where Assembly Speaker Narendra Singh Tomar stated that the portion that could not be read during the disruption would be considered as read.
Following this, the House proceedings were adjourned until Tuesday.
In his address, Governor mentioned the development schemes being implemented by the Government of India in the state. He said that six projects are underway in the State at a cost of Rs 36,483 crore.
These include the 867-kilometre Narmada Pragatipath and the 676-kilometre Vindhya Expressway. The 450-kilometre Malwa Nimar Vikas Path, the 299-kilometre Atal Pragatipath, the 330-kilometre Bundelkhand Vikaspath, and the 746-kilometre Madhya Bharat Vikaspath are being developed. In addition, several modern roads have been approved in view of Simhastha, including the Ujjain-Jawar Greenfield Highway and the Bhopal West Bypass. These will give a new direction to the state’s development.
The Governor said that the State’s revenue from GST returns is steadily increasing. In the year 2024-25, revenue of Rs 55,633 crore was received, which is 8.9 per cent more than the previous year. In the financial year 2025-26, Rs 43,890 crore 90 lakh was collected till January.
Revenue of Rs 100 crore has been generated. In his address, he said that 16 automated testing stations, IDTR, RDTC, and 18 district driving training centres are being developed in the state for road safety.
