On the second day of the Budget Session, the House witnessed uproar over Indore’s Bhagirathpura incident. Congress MLA from Tarana, Ujjain, Mahesh Parmar, said that the Indore administration and State Government have brought shame to the world. Approximately 35 to 40 people died due to drinking contaminated water. Despite this, instead of taking strict action against the officials responsible, they were promoted, he claimed. Those responsible for the deaths of these innocent people should face the strictest possible action, and the families of the victims should receive justice, Parmar demanded. During the question hour, there was debate over cow slaughter issue between Congress MLA Atif Arif Aqueel and firebrand BJP MLA Rameshwar Sharma. Former advocated that the cow be declared the national animal. Reacting on this, BJP MLA Sharma said that cow slaughter would stop if in mosques, itself, resolve to stop cow slaughter practices.
 
The House was scheduled to discuss Governor Mangubhai Patel’s address, delivered on the first day of the Budget Session. During the Governor’s address on Monday, Opposition MLAs had created a ruckus over the deaths in Indore due to contaminated water and the deaths of children in Chhindwara due to toxic cough syrup. Due to the uproar, the Governor left the House without reading the entire address. However, the Speaker of the Assembly stated that the Governor’s address will be considered read. Prior to the discussion on Governor’s speech, Finance Minister Jagdish Devda presented the supplementary budget. This provision is being introduced to cover expenses for the remaining period of the financial year. On Wednesday, the Finance Minister Jagdish Devda will table the annual budget. Congress Protest: Before the start of House proceedings, Congress members, led by Leader of Opposition, Umang Singhar staged a strong protest over the deaths caused by contaminated water in Indore. Congress MLAs arrived outside the Assembly premises with dirty water bottles on their shoulders and raised slogans against the State Government. LoP Singhar said that despite several deaths, the Government has avoided a discussion on this issue in the Assembly, which is contrary to democratic values. In its reply to High Court it was said, 16 people have died in the Bhagirathpura area of Indore due to the outbreak of vomiting and diarrhoea because of contaminated drinking water in December 2025.
