Nagpur, a recognised Tier-2 city, stands to benefit greatly from the Union Budget 2026 which has shifted the spotlight to urban growth beyond India’s major metros. The Budget clearly signals the Centre’s intent to strengthen Tier-2 and Tier-3 cities by improving infrastructure, boosting connectivity and encouraging investment and turn them into the next drivers of economic growth. One of the most important announcements is creation of City Economic Regions (CERs). Under this special financing plan, Rs 5,000 crore will be allocated to each CER, covering Tier-2 and Tier-3 cities as well as key temple towns.
 
The idea is to help these cities grow into self-reliant hubs by upgrading infrastructure, generating employment and improving overall quality of life. For Nagpur, which already holds strategic importance in central India, this move could speed up development projects and draw new industries to the region. a “Viksit Bharat 2047”. He pointed out that Tier-2 and Tier-3 cities are emerging as growth centres, innovation hubs and major sources of employment. According to Gadkari, sustained investment in connectivity and urban infrastructure will ensure balanced regional development and long-term economic strength.
 
Emerging as strong economic centres
 
Finance Minister Nirmala Sitharaman, in her Budget speech, also underlined that cities with populations above five lakh will remain a priority. Many of these are Tier-2 cities that are fast emerging as strong economic centres due to lower costs, better living conditions and improving connectivity. Connectivity has received a strong push in the Budget as well. The announcement of seven new high-speed rail corridors is expected to better link Tier-2 and Tier-3 cities with major economic networks across the country. Better transport links will not only ease pressure on metro cities but also improve logistics and mobility for cities like Nagpur. At the same time, the Government has raised public capital expenditure to Rs 12.2 lakh crore, which will support urban and regional development projects beyond the big metros.
