The Chhattisgarh Assembly witnessed heated exchanges and two walkouts by the opposition during Question Hour on Friday, following dissatisfaction over responses related to financial approvals for development works. The first confrontation arose after MLA Sangeeta Sinha raised questions concerning works included in the budgets of the financial years 2023–24, 2024–25 and 2025–26 under the Sanjari-Balod Assembly constituency. She sought detailed information on the financial approvals granted for various projects as of February 3, 2026. She also asked which proposals were pending with the Finance Department, the reasons for the delay, the duration of pendency, and the expected timeline for approval. Responding to the queries, Finance Minister OP Choudhary stated that details of the approved amounts were provided as per the attached format. He explained that under Finance Instruction 25/2012 dated May 1, 2012, departments had been empowered to grant administrative approval for new works up to Rs 3 crore. This limit has been increased to Rs 5 crore under Permanent Finance Instruction 15/2025 dated May 14, 2025, to expedite approvals. The minister clarified that administrative approval orders are issued by the concerned departments themselves and informed the House that, as of February 3, 2026, no proposal from the Sanjari-Balod Assembly constituency was pending in the Finance Department for administrative approval. The situation escalated when former Chief Minister Bhupesh Baghel intervened, speaking about announcements of approvals. In response, the Finance Minister remarked that it was not appropriate to make such departmental announcements in the House. Baghel countered sharply, alleging that the government was unwilling to carry out works proposed by the opposition. Soon after, opposition members staged a walkout, raising slogans inside the Assembly.
