Hingna MIDC, has become home to hundreds of MSMEs, large manufacturing units, ancillary industries and service establishments, contributing significantly to employment generation, exports and regional economic growth.
However, despite its economic importance, the industrial estate continues to suffer from serious civic and infrastructural deficiencies that stem largely from fragmented governance and administrative ambiguity.
To overcome these issues and put Hingna MIDC on the path of sustainable growth, P Mohan, President of MIDC Industries Association (MIA), Nagpur suggests that the most practical and legally sustainable solution to these recurring challenges lies in converting Hingna MIDC into a notified Industrial Township.
“Declaring Hingna MIDC as an Industrial Township will be a decisive step toward strengthening infrastructure, improving worker welfare and reinforcing Maharashtra’s position as a leading industrial state. The industries of Hingna deserve governance that is unified, accountable and proportionate to their contribution to the region’s prosperity,” P Mohan said.
At present, Hingna MIDC area is surrounded by Sonegaon Gram Panchayat, Nildoh Nagar Panchayat and Digdoh Nagar Panchayat. These local bodies collect various forms of taxes and levies from industries and commercial establishments operating in and around the industrial area.
However, the delivery of civic services such as road maintenance, drainage systems, sewage infrastructure, garbage collection, street lighting and encroachment control remains grossly inadequate.
Industrial Township status eliminates jurisdictional conflicts between MIDC and surrounding Gram Panchayats or Nagar Panchayats. Successful industrial governance models such as Pimpri-Chinchwad and Noida demonstrate how structured township administration can significantly enhance infrastructure quality, he added.
Industrial Township model offers many benefits, planned development
P Mohan, President of MIA emphasised that the benefits of an Industrial Township status are both administrative and economic. Legally empowered governance would allow direct allocation and utilisation of funds collected from industries for infrastructure development within the same area.
A unified authority could prepare and implement a comprehensive master plan covering road upgradation, scientific drainage networks, modern sewage systems and upgraded Sewage Treatment Plants (STPs). Structured solid waste management systems, including segregation and hazardous waste handling, could be implemented under a clear statutory mandate. Encroachment removal and zoning enforcement would become more effective with defined legal authority. Furthermore, Industrial Township status would strengthen the case for establishment of a dedicated ESIC hospital within Hingna MIDC. Worker welfare infrastructure, emergency services, and environmental compliance mechanisms can be institutionalised rather than handled in an ad-hoc manner. Importantly, Industrial Township recognition enhances investor confidence, he pointed out.
