Chronology of report
Primary Education Director Mahesh Palkar Committee conducted enquiry of 1,056 teaching/non teaching staff.
383 teaching/non-teaching staff was provided Shalarth ID.
The hearing of 632 teaching/non-teaching staff was given to Deputy Director (Education).
The hearing of 595 is completed but report is not submitted yet.
The report of 431 teaching/non-teaching staff is ready wherein appointment of one found valid.
A State-level committee of Divisional Commissioner of Pune Dr Chandrakant Pulkundwar, Special Inspector General of Police Dr Manojkumar Sharma is conducting separate State-level enquiry.
Of the hearings of 431 people of teaching and non-teaching staff held regarding Shalarth ID scam in Nagpur district, only one appointment was found valid. During the hearing, it was found that the documents of due process needed to be followed while making an appointment were absent. It means these 430 appointments stand invalid. Though the hearing of 632 cases is on the verge of completion, the report of 431 cases is ready.
A regular hearing is underway in the office of the Deputy Director of Education in the Shalarth ID scam in Nagpur district, which is raging across the State. Sources informed that 430 out of 431 appointments completed so far have been invalidated. Sources said that the salary of a teacher named Sunil Sadashiv Govardeepe has been started as the documents and other evidence are correct.
The hearing of 102 other teachers and non-teaching staff is yet to be completed and a decision is yet to be given.
Sources clarified that the proceedings against the remaining teachers and non-teaching staff are in the final stage. A total of 20 accused have been arrested in this case so far. This includes 4 divisional deputy directors of education, 2 ‘Class 1’, 4 ‘Class-2’, 3 ‘Class-3’, 1 non-teaching staff, 1 teacher and 5 institution directors.
The personal approval orders of 430 teachers and non-teaching staff have not been issued by the Primary Education Officer’s office of Zilla Parishad, so they have been declared invalid. Sources said that the responsibility of recovering the salaries and allowances given to them in the Government treasury has been entrusted to the principals of the concerned schools. If the service continues despite the appointment being invalid, the responsibility of their salaries has also been entrusted to the concerned school management.
All these teachers and non-teaching staff were appointed between 2010 and 2015. However, the report of the Deputy Director of Education’s office states that it appears that the first salary of all teachers started after 2019.
In these cases, the hearing of 632 teachers and non-teaching staff was started from November 16, 2025. The hearing was completed on January 2026. Out of 632 teaching and non-teaching staff members, 195 teachers and non-teaching staff were
present. 165 principals and 69 chairmen, secretaries or representatives of the schools of these employees were present. Most of those present were from the founder-incorporated schools.
Observations

The original certificate of personal approval is not available in the office of the District Primary Education Officer
-Original copy of the advertisement in the newspaper was not submitted
- Acknowledgment of the proposal for personal approval submitted to the District Primary Education Officer’s office was not submitted
- The original copy of the resolution of the institution and school committee is not available
- The appointment order in the original school and the report approved by the principal are not available.
- When the copy of the personal approval order/personal approval attached to the writ petition was verified with the registration number and date on the outgoing register of the Education Officer (Primary), Zilla Parishad, Nagpur, the said entry was not found on the said exit number and date.
- When the copy of the service continuity approval order attached to the writ petition was verified with the issue number and date on the complaint register of the Education Officer (Primary), Zilla Parishad, Nagpur, the said entry was not found on the said issue number and date.
- Also, when the order of the teacher/non-teaching staff who was adjusted by appointing additional staff was verified with the exit number and date on the register of the Education Officer (Primary), Zilla Parishad, Nagpur where details of the exit available, the said entry was not found on the said exit number and date.
Action proposed
If the appointments of teaching/non-teaching staff are found invalid then criminal offence will be registered against Education Officer (Primary) concerned, Superintendent (salary and payment team, concerned staff, the office-bearers, secretary, principal of the institutes where these teachers were appointed.
