Cabinet approves Rs 2,300 cr for infra, key welfare schemes

Cabinet meeting chaired by Chief Minister Dr Mohan Yadav approved a series of financial allocations and policy decisions on Wednesday. Chief among the clearances is a Rs 2,300 crore package dedicated to infrastructure development and rehabilitation works across the State. The Cabinet also greenlit legislative measures, including the Bharatiya Nagarik Suraksha Sanhita Bill, 2026, presented by the Law and Legislative Affairs Department. Rs 800 crore allotted for tech upgrade and State Data Centre 3.0: In a significant push for digital governance, the Cabinet approved Rs 800 crore for the modernisation and expansion of the MP State Data Centre (SDC 3.0) project, managed by MPSEDC. Established in 2012 as a joint venture between the Central and State Governments, the data centre hosts critical IT applications for various state departments. The fresh funding will drive a phased expansion to integrate emerging technologies like Artificial Intelligence (AI) and quantum computing: Phase 1: Strengthening core non-IT and IT infrastructure, storage, and networking at the primary site. Phase 2: Constructing a dedicated Disaster Recovery (DR) site to bolster data safety and backup capabilities. Phase 3: Further expansion of overarching IT infrastructure to ensure seamless, round-the-clock online delivery of citizen services. Science parks, citizen database, and biotech upgrades extended: The Cabinet approved Rs 123 crore to ensure the continuity of three key science and technology projects for the next five years (running through March 2031). This allocation is divided as follows: Single Citizen Database Project (Rs 75 crore): Funding will support the ‘Samay’ project, which creates a unified database for state residents to enable single-click delivery of Government schemes. It works alongside the ‘Parichay’ project for Aadhaar-based authentication and e-KYC. Science Park Scheme (Rs 39.39 Crore): This includes setting up an advanced planetarium and astronomical observatory at the Acharya Varahamihira Trust campus in Ujjain, equipped with a 1-meter optical telescope and a 4.5-meter radio telescope.
 
Biotechnology Park (Rs 8.59 crore): Administered under the Government of India’s national scheme, this park will continue providing incubation facilities for start-ups and MSMEs in the biotech sector. Rs 495 crore to continue CM Scooty Scheme till 2031: The School Education Department’s flagship Chief Minister Scooty Scheme has received an extension until the financial year 2030-31, backed by a Rs 495 crore allocation. Under this scheme, regular students (both boys and girls) who secure the first position in government higher secondary schools under the School Education and Tribal Affairs departments by scoring a minimum of 70% marks in their first attempt will be awarded scooties. Urban forestry and irrigation subsidies approved: The Cabinet approved Rs 100 crore for the ‘Namo Harit Nagar Yojana,’ an initiative by the Urban Development and Housing Department aimed at developing urban forests in and around 65 municipal bodies. Additionally, the Water Resources Department secured an extra Rs 202.50 lakh for the rehabilitation and resettlement of families affected by three major irrigation projects in the Panna district: the Ken-Betwa Link Project, the Runj Irrigation Project, and the Majhgawan Irrigation Project. Key policy modifications and legal approvals: Several departmental policies and frameworks were updated during the session: Agricultural Disposal: Approved the Madhya Pradesh Procured Wheat, Gram, Jowar, and Bajra Disposal Policy, 2026. Industrial Incentives: Accepted amendments to the ESDM (Electronic System Design and Manufacturing) Investment Promotion Policy, 2023. Tax Exemptions: Granted stamp duty exemptions on transfer deeds executed under the Svamitva Yojana in rural areas, and waived cesses on various financial instruments presented by the Finance Department. Administration & Legal: Approved recruitment processes under the Health and Family Welfare Gazetted Service Recruitment Rules, 2022, and cleared Rs 42 crore to extend the Legal Aid and Defense Counsel System until 2031. A separate allocation of Rs 543 crore was approved to audit and review publicly funded education schemes through March 2031.
